This opportunity is open only to current permanent DOR employees.

This Field Audit Manager position manages and is the subject matter expert for the Audit division’s Out-of-State North area.

This Field Audit Manager position is the subject matter expert for tax administration, audit policies and procedures, excise tax rules and laws, taxpayer rights, agency responsibilities, management principles and personnel rules.

The position is accountable for significant contributions (Multi-millions) of revenue to the state general fund, local governments, and dedicated accounts.

The position also controls spending related to travel, training, supplies, and small equipment.

Some additional functions of the job include:

  • Planning, developing, and implementing an audit program within a defined geographical area.
  • Evaluating projects and assignments to determine resource needs, based on complexity and experience levels of staff.
  • Monitoring status of in-progress assignments and providing assistance to staff to resolve complex issues.
  • Ensuring that all Audit assessments conform to the Quality Audit Standards set for fair and uniform application of tax law.
  • Assisting in the resolution of complex tax issues, including those where there is no precedent.
  • Assisting the Attorney General’s Office with discovery requests and trial preparations, including testifying as needed.
  • Directing and managing 10-15 professional and remotely located audit staff, including lead auditors (Revenue Auditor 3) and possibly expert Revenue Auditor 4 positions deployed throughout the geographically defined area.

Note: A non-Tumwater station may be negotiated depending upon the selected incumbent's current geographic location.

The Audit Division is the primary enforcement arm of the Department of Revenue and is responsible for a national enforcement program intended to promote voluntary compliance. The division has 300+ employees located in 14 offices across Washington, and in various cities throughout the United States. The division's efforts include Field Audit, Account Research and Desk Exam, Computer Assisted Audit, and Public Works Clearance.

Qualifications

  • Direct supervision of a geographically dispersed team, including hiring, training, coaching, and performance management.
  • Ability to set clear expectations, monitor progress, and apply progressive discipline when necessary.
  • Competency in remote supervision and virtual team management.

  • Skill in developing and adjusting audit strategies based on evolving business environments.
  • Ability to allocate resources effectively and manage competing priorities.
  • Experience in contract management and vendor oversight (e.g., RFQQ processes). Technical Expertise in Tax Law & Auditing
  • Deep understanding of Washington tax law, audit procedures, and taxpayer rights.
  • Ability to interpret and apply complex tax rules, including issues of first impression.
  • Competency in evaluating audit quality and ensuring compliance with agency standards.
Analytical & Decision-Making Skills

  • Independent judgment in high-stakes decisions with multi-million dollar implications.
  • Ability to identify emerging tax issues and recommend policy changes.
  • Skill in resolving taxpayer disputes and preparing legal responses.

Communication & Interpersonal Skills

  • Strong written and verbal communication for internal coordination and external representation (e.g., Board of Tax Appeals).
  • Ability to mediate between taxpayers and the department.
  • Public speaking and stakeholder engagement capabilities.

Adaptability & Resilience

  • Flexibility to adjust work hours and travel as needed.
  • Ability to work under pressure and manage emergencies or threats in the field.

Note: This position requires an understanding of current technology including computer hardware, software, and databases; sampling (both random and statistical) and evaluation methods; advanced functions and capabilities of computing equipment and software and their applications; and electronic data processing systems.

Preferred Qualifications:

Bachelor’s degree with a major in accounting or other related field which includes 24 semester or 36 quarter hours of college level accounting and three to four years of professional auditing or accounting experience.

Additional experience in tax administration, tax policy, or in tax auditing may substitute year-for-year for the education.

Ability to manage and remotely direct staff; interpret and articulate excise tax rules, policies, and procedures; effectively coordinate both horizontal and vertical echelons; and analyze internal administrative and audit systems and procedures.

Knowledge of the Washington Revenue Act of 1935, as amended; rules, policies and court decisions affecting the audit program; principles and procedures of accounting and auditing.

Working knowledge and full utilization of skills in management principles, communication techniques, personnel rules and regulations, direct and remote supervision, mentoring, coaching, motivating, team building, performance assessment and OFM travel regulations.

Certified Public Accountant, Certified Management Accountant, Certified Internal Auditor, or Certified Fraud Examiner.
