Base salary range: $147,649 - $221,900

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves overseeing the maintenance, construction, and inspection of railroad facilities like offices, shops, docks, and boiler plants to keep everything safe and up to code.
The supervisor manages a team of skilled workers such as electricians and plumbers, handles small projects, budgets, and coordinates with contractors and other departments.
It's a good fit for someone with hands-on experience in building maintenance and team leadership who enjoys problem-solving in a structured environment.
PURPOSE OF POSITION:
Ensures ARRC facilities are constructed, inspected and maintained in accordance with ARRC standards, regulatory requirements, and applicable building codes. Supervises Electricians, Plumbers, Maintenance Mechanics, and Technicians. Supervises operation of boiler plants, construction and maintenance of offices, shops, docks, and barge slip. Serves as Project Manager on small construction jobs.Duties and Responsibilities: |
Prioritizes work with Work Order Tracking System and ensures safe and timely completion. Provides proper permits and drawings for construction and maintenance projects. Inspects completed work for compliance with all state and federal regulations and codes. Ensures compliance with regulatory issues such as asbestos abatement, storm water discharge and building codes. Coordinates contractor's work in ARRC facilities, ensuring work is integrated into ongoing ARRC operations. Provides supervision and support to special projects within the Facilities department. Works closely with client and other departments to ensure job satisfaction. |
Assists in the development of annual and capital budgets. Reconciles time cards, credit cards and direct billing. Tracks the cost of maintenance to buildings, docks, and storm drains in the yards. Participates in the planning and implementation of Energy Management and Conservation projects. Resolves utility issues and establishes cost control over utility projects and usage. |
Works with other Divisions’ projects. Participates in contract bid and award process. Coordinates contractor's work in ARRC facilities, Ensures work is integrated into ongoing ARRC operations. Provides supervision and support to special projects in the Facilities department. |
Provides maintenance of electrical, plumbing, safety, security, and structure of the barge slip, cruise dock, and freight docks. Works with other departments to ensure the integrity of the system. |
Participates in team effort by performing other duties as assigned. Ensures that all work is performed in accordance with practices and procedures prescribed in ARRC Manual of Safety Rules and Regulations for General Guidance and Protection of Railroad Personnel. Responsible for maintaining a clean and tidy work site. |
May be required to participate in Incident Command exercises and activities. |
FACTOR 1: Technical and Operational Knowledge
Exhibits background in building systems, maintenance, construction techniques, and dock maintenance. Knowledgeable of state, federal, local building, and coast guard codes and regulations.
Understands and applies ARRC standards and policies. Maintains knowledge of current union rules, and participates in negotiations. Develops and executes both short-term and long-term work plans.
Uses maintenance tracking system, word processing, and spreadsheet applications.
FACTOR 2: Analytical Skills and Impact
Analyzes and prioritizes facility maintenance requirements. Develops and executes short-term and long-term work plans. Develops alternative solutions.
Interfaces with users, maintenance workers, and equipment manufacturers to determine the best solution to facility maintenance problems.
Allocates labor and materials to achieve maintenance goals most effectively.
FACTOR 3: Supervision and Control
Supervises a staff including Electricians, Plumbers, Maintenance Mechanics, and Maintenance Technicians, and oversees work of onsite contractors. Oversees budget of approximately $8 million annually.
FACTOR 4: Communication
Communicates with supervisor, subordinate staff, shop superintendents, utilities personnel, contractors, vendors, regulators/building officials, the public, and other railroad personnel.
Contacts are for the purpose of determining construction and maintenance problems and solutions, coordinating maintenance activities, and administering ARRC policies and procedures.
FACTOR 5: Working Conditions
Position is based in Anchorage. Work is performed in a standard office or indoor environment. Position requires regular travel to ARRC facilities system-wide.
May be subjected to adverse weather conditions when working outdoors. Must be able to climb and crawl to inspect ARRC or contractor work.
Must practice safe work procedures to avoid injuries from falls, water, electricity, high-pressure steam, confined spaces, etc.
Education Requirements
High school diploma or GED equivalent required.
Work Experience
Minimum of six (6) years of experience is required, including progressively responsible experience in facilities construction, maintenance, and/or project management. Two (2) years of supervisory or lead experience is required.
Certification/License Requirements
Valid Driver’s License is required.
Preferred Qualifications
Four (4) years of experience in facilities management is preferred. Formal education and/or training in the facilities area is preferred.
