Full Job Description

Facilities Engineers provide professional engineering services in support of the design, acquisition, construction, operation, and lifecycle maintenance of facilities.

They manage and coordinate major facility improvements, renovations, and the construction of new facilities. They also participate in all facets of facilities lifecycle management.

They advise leadership on all aspects of facility MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required).

Demonstrated progressive experience as an Architect or Engineer, in facilities engineering roles designing, installing, operating, and/or upgrading of facilities/infrastructure/systems. 2.

Demonstrated ability to effectively communicate verbally and in writing complex facility engineering-related matters in plain language to leadership, customers and mission partners. 4.

Demonstrated ability to quickly make well-versed decisions even with incomplete information under pressure. EDUCATION REQUIREMENT: A. Education: Degree in Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of Engineering with at least one program accredited by ABET; or (2) include Differential and Integral Calculus and courses (more advanced than first-year Physics and Chemistry) in five of the following seven areas of Engineering Science or Physics: (a) Statics, Dynamics; (b) Strength of Materials (stress-strain relationships); (c) Fluid Mechanics, Hydraulics; (d) Thermodynamics; (e) Electrical Fields and Circuits; (f) Nature and Properties of Materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental Engineering Science or Physics, such as Optics, Heat Transfer, Soil Mechanics, or Electronics.

-OR- B.

Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: 1.

Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.

Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3.

Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.

The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4.

Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

(The above examples of related curricula are not all-encompassing.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

Demonstrated 10 years of experience applying Unified Facilities Criteria (UFC), International Building Code (IBC), and/or the International Existing Building Code (IEBC) in the facility and infrastructure life cycle.

2. Master's Degree - Architecture or Engineering. 3. Demonstrated experience using AutoCAD and/or REVIT for engineering drawing creation/editing. 4.

Demonstrated experience with US Air Force environmental programs/reporting. 5. Demonstrated experience as a Contracting Officer Representative (COR), and/or Technical Advisor to the COR (ACOR). 6.

Current Professional Registration as an Architect, or licensure as a Professional Engineer (P.E.) by any State, the District of Columbia, Guam, or Puerto Rico; and/or certification as a Project Management Professional (PMP), Program Management Professional (PgMP), and/or Certified Facilities Manager (CFM).

Major Duties:

This Job Announcement will be used to build a pool of qualified applicants for a hiring event taking place on 28 February 2026 thru 1 March 2026.

This position is assigned as a Facilities Engineer in the Installation Operations Office (SIO), West Facilities Engineering Branch.

This position is responsible for project management, integration and oversight of Facilities Engineering requirements.

This position will assess, report, design, and coordinate implementation of Facilities Engineering-related infrastructure to ensure NCW facility systems are fully compliant with all applicable DOD, DNI, and NGA directives and building codes.

Responsible for prioritizing requirements, developing optimized solutions, performing ACOR & COR responsibilities over Architect & Engineer contracted support and facility construction/repair contracts across NCW facilities.

Major Duties: 1.

Performs all aspects of engineering analysis and design for projects from concept stages through final design and construction management including knowledge of applicable local and national codes and industry standards.

2. Reviews of construction contract documents including drawings and specifications prepared by Architect-Engineers along with cost estimates for conformance with functional and customer requirements.

3. Validates projects comply with contract and customer requirements. For larger projects, able to apply life cycle cost analysis to determine the most cost effective solutions. 4.

Performs other related duties as assigned and provides support to engineering staff members as required. 5.

Serves as the Contracting Officer's Representative (COR) in support of the Contracting Officer to monitor contractor performance to ensure goods and services are delivered in accordance with the contract.

Works with the Contracting Officer to resolve contract issues about accuracy, timeliness, and cost.

Documents of contractor performance and monitors relevant technical information in accordance with the FAR, DFAR, and/or applicable legal standards, and administers any specific instructions received from the Contracting Officer.
