Full Job Description

The incumbent is the Health System Specialist with project management oversight and recurring managerial oversight responsibilities for all activities within the Health Care Center (HCC) in South Texas Veterans Health Care System (STVHCS).

The position directly reports to the Assistant Director of the STVHCS.

The incumbent performs a variety of duties in an extremely complex VA Healthcare System which is constantly evolving within a highly complex and rapidly growing service area.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: coordinating with services throughout the healthcare system to develop operational goals and recommending organizational efficiencies; prep strategic plans for submission to VISN; Reviews and structures organization within STVHCS Service lines to optimize use of resources and maximize efficiency and effectiveness.

Plans, designs, and conduct studies in such areas as acquisitions development, analysis, and presentation of population-based planning data, health, and economic demographics, and patient care and work performance to enhance the efficiency of the operation of the healthcare system.

Chairs the Facility Planning committee and is responsible for planning equipment cost, personnel, budget, space, future needs, and infrastructure of the overall needs of the healthcare facility.

You will be rated on the following Competencies for this position: COMMUNICATION PLANNING AND EVALUATING PROJECT MANAGEMENT Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary, although some slight physical effort may be required.

This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas.

The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.

Work is usually performed in office settings within a clinical environment.

The position may spend time in clinical areas of the facility to ensure coordination of schedules, attend meetings, and facilitate program effectiveness. Travel to outlining clinics in San Antonio, TX.

Major Duties:

Provide expert advice and guidance on future projects.

Initiates investigations and studies to develop planning and design criteria and find solutions to critical problems in design, construction, or operations.

Formulate transition budgets, create phasing and transition plans, and facility ongoing communication and coordination with the Project Development Section project managers and STVHCS' contract officer's representatives (COR) on all building activation "fit up".

Recommends the appropriate method of procurement i.e., simplified acquisition procedures and negotiations.

Utilizes electronic systems for contract, contract management, contract reporting, fiscal management, Accounting, and Procurement, in accordance with Agency policies.

Coordinate the development of all SEPS space programs for all new construction and renovation projects to include major construction, minor construction and NRM/Station Level projects.

Provide technical guidance regarding space management.

Effectively communicate and formulate, both orally and in writing, reports and presentations that will be used to provide guidance, advice and recommendations to Health Care System senior leadership.

Knowledge of the different functions and motivations of various employees and groups in the health care delivery system and ability to communicate effectively with each to gather information, present recommendations, and coordinate services.

Responsible for all fiscal activities for the HCC.

This requires a thorough understanding of the Government and Department of Veterans Affairs (VA) budget system and process, and an in-depth knowledge of the budge along with the Veterans Equitable Resource Allocation (VERA) model.

Develops, manages, updates and monitors daily progress on the IMP. Incumbent will review progress and productivity of the IPTs and contractors to monitor and verify monthly costs.

Incumbent will provide change management and control, and a Work Breakdown Structure (WBS) development for all projects.

Reviews all design plans and construction project schedules within the architect/engineer (A/E) individual construction documents (CDs), develop risk register and risk management plan to identify potential risks and to minimize error and omissions during construction.

The HSS Director plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities such as Joint Commission (JC), Office of Inspector General (OIG) Occupational Safety and Health Administration (OSHA), etc.

This may range from causing others to gather information and preparing reports to responding to the various regulatory groups or higher agency authorities to recommending or initiating action to correct deficiencies after consultation with affected staff.
