Summary

This role acts as the top civilian advisor to the commander of a major U.S.

Army engineering division, handling day-to-day management, protocol for official events, and coordination across teams in Portland and Omaha.

It involves giving high-level advice on regional projects, improving program efficiency, and keeping everyone aligned on goals.

About the Position: Serves as Executive Officer, Protocol Officer, and principal civilian assistant to the Commander of the Northwestern Division and two members of the Senior Executive Service which encompasses geographically both Portland, Oregon and Omaha, Nebraska.

Specialized Experience: One year of specialized experience which includes 1) Applying knowledge of strategic planning and corporate history to successfully accomplish projects, policy programs, goals and objectives; 2) Utilizing qualitative and/or quantitative methods to assess and improve the division program effectiveness; 3) Analyzing recommendations/proposals to determine effects on current policies and procedures; and 4) Synchronizing activities throughout an organization in order to maintain situational awareness at all levels of command.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communication Organizational Awareness Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Provide managerial oversight for the Northwestern Division Executive Office.
  • Furnish executive level advice and assistance to the Division Commander and senior leadership on a variety of issues involving regional interests.
  • Direct and/or coordinate the activities of responsible organizational elements on special work projects requiring a multi-disciplined, command-wide view supporting the coordination and integration of significant actions.
  • Attend and/or arrange for conferences requiring Command Group attendance/participation.
  • Serve as the Protocol Officer for the Northwestern Division.
  • Serve as primary action officer in the planning, development and execution of high visibility activities to include official receptions, entertainment functions, Change of Command ceremonies, awards, promotions, and retirement ceremonies for staff.
  • Interpret policies and procedures outlined Service Protocol Offices to ensure proper reception, orientation, and assistance.
  • Supervise and rate all Administrative Support Team personnel assigned to the Executive Office.
