Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves overseeing maintenance and repair contracts for facilities at a veterans' hospital in Albany, New York, including developing plans, managing services, and handling emergencies.
It requires hands-on technical knowledge of engineering systems and construction to ensure everything runs smoothly and safely.
A good fit would be someone with experience in technical trades or engineering support who is comfortable with both office work and occasional fieldwork in challenging environments.
This position is responsible for the development, implementation, management, and oversight of maintenance/utility service contracts and emergency repair contracts.
The position is located in the Facilities Management Services Section of the Albany VAMC.
To qualify for this position, all applicants must meet one of the following: Specialized Experience: At least one (1) full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position.
To be creditable, this experience must have been equivalent to the next lower grade level (GS-10) in the Federal Service.
Technician experience includes leading or performing work involving applying practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Contracting formulation / management, scope of work development and analyzed technical repair scopes for maintenance purposes.
At this level applicants should possess experience utilizing computer systems and federal requirements.
Experience in a trade or craft may be credited as specialized experience when the work provides intensive knowledge of engineering principles, techniques, methods, and precedents.
Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on fabricated devices.
NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers.
Certification by the Institute will be helpful as a measure of the technician's quality of experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings and sometimes being exposed to the elements.
The work is mostly performed in an office setting, however, at times work is performed on a construction site area with inherent dangers. Work is also performed occasionally in an outdoor environment.

Major Duties:
***THIS IS NOT A VIRTUAL POSITION; YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Prepare contract drawings and specifications for competitively bid maintenance and repair work.
Prepare detailed cost estimates for maintenance, repair work and contracts. Serve as COR for contracting office, working with general contractors to resolve problems that arise.
Coordinate all maintenance and repair work contracts from conception to completion. Review change order requests from contractors for accuracy and cost control, negotiating when necessary.
Prepare progress reports and payment requests for contract maintenance and repair contracts. As required, assist shops when assigned by facility operations section and managing contracts.
Complete preparation of documents pertaining to maintenance and repair matters, such as monthly status reports and annual contract packages. Performs other related duties as assigned.
