This role leads the FCC's Office of Engineering and Technology, guiding technical advice on communications issues, managing spectrum allocations, and overseeing equipment approvals and regulations for devices.

The FCC Office of Engineering and Technology (OET) advises the Commission on technical and engineering matters; develops and administers FCC decisions regarding spectrum allocations; grants equipment authorizations, experimental licenses, and special temporary operation authority; regulates the operation of unlicensed devices; and conducts engineering and technical studies.

ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people.
ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
MANDATORY TECHNICAL COMPETENCIES: All candidates must clearly demonstrate the ability to meet the Mandatory Technical Qualifications within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).
MTQ 1- Demonstrated expert knowledge of spectrum management, technical principles, and communications technology policy, including experience developing or overseeing technical and regulatory initiatives related to spectrum allocation, interference mitigation, equipment authorization, or emerging wireless technologies; and applying engineering or technical analysis to inform regulatory decisions and policy development affecting communication technologies and spectrum use.
MTQ 2-Demonstrated ability to lead complex programs involving communications technology policy, engineering analysis, and regulatory implementation, including experience directing multidisciplinary teams responsible for developing rulemakings, policy initiatives, technical standards, or regulatory frameworks affecting telecommunications or wireless technologies; and translating complex technical issues into policy recommendations that support organizational priorities and regulatory objectives.
MTQ 3 -Demonstrated experience coordinating with senior government officials, industry stakeholders, and technical experts on issues involving emerging communications technologies and spectrum innovation, including experience engaging with federal agencies and industry leaders to address technical policy challenges, promote innovation, and ensure efficient use of communications spectrum; and providing authoritative advice to senior leadership on complex technology and engineering policy matters.
Major Duties:
The Office Chief is responsible for overseeing the mission and staff of OET, including managing the spectrum and providing leadership to create new opportunities for competitive technologies and services for the American public.
The Office of Engineering and Technology has responsibility managing the spectrum and providing leadership to create new opportunities for competitive technologies and services, including by developing and implementing regulatory rules and policies related to maintaining the U.S.
Table of Frequency Allocation; managing Experimental Licensing and Equipment Authorization programs; regulating the operation of unlicensed devices; and conducting engineering and technical studies, including evaluating the performance, spectrum efficiency, and interference potential interference of new services and technologies.
Job duties of the Office Chief include: Serving as principal advisor to the Chairman, Commissioners and other Commission officials on highly complex technical and regulatory and policy matters.
Providing authoritative advice on emerging communications technologies, spectrum policy developments, and engineering issues that affect national communications infrastructure, innovation, and industry competitiveness.
Serving as a senior executive responsible for directing and overseeing complex technical, regulatory, and policy programs within the Office of Engineering and Technology (OET).
Providing executive leadership in advancing the Commission's engineering, spectrum management, and technology policy objectives that support the agency's mission to promote efficient use of the nation's communications spectrum and foster innovation in communications technologies.
Providing executive leadership and strategic direction for major technical and policy initiatives related to spectrum engineering, emerging communications technologies, and technical rulemaking activities.
Developing long-range strategic plans, program priorities, and operational objectives that support the Commission's technology and spectrum policy agenda.
Directing program planning and execution for major regulatory initiatives involving wireless technologies, advanced communications systems, and spectrum allocation and use.
Ensuring programs are implemented efficiently, meet statutory and regulatory requirements, and align with the Chairman's priorities.
