Full Job Description

The primary purpose of this position is to perform detailed contract oversight on the Installation Engineering section, monitoring the Base Operations Support contractor's engineering operations for large and complex projects.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents.

Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes.

Instrument maker or model maker who performed design or development work on devices fabricated.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems.

Examples of specialized experience includes a wide range of multidisciplinary professional engineering theories, concepts principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures.

Knowledge of standard engineering calculations and the ability to interpret engineering drawings and specifications.

Knowledge of construction methods, materials, quality standards, and engineering industry standards used in complex building construction and infrastructure development, including the ability to identify technical issues, potential conflicts, and compliance with applicable codes and regulations.

Knowledge of business practices and market conditions as they relate to civil engineering program and technical requirements to assist in developing performance work statements, evaluate bid responsiveness, contractor responsibility, and contractor performance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Ability to communicate effectively both orally and in writing to develop comprehensive technical reports, studies, and assessments that analyze complex civil engineering problems, evaluate multiple alternatives, and provide detailed recommendations.

Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting System.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Manages technical aspects of major civil engineering construction and service contracts requiring specialized expertise.

Provides advanced technical engineering support and analysis for complex facility and infrastructure projects requiring specialized civil engineering expertise.

Performs inspection and quality assurance activities to ensure compliance with project requirements and engineering standards.

Interfaces with personnel within the agency and occasionally with higher ranking officials to discuss problematic issues.
