Full Job Description

Pay Schedule XII, Grade 1M, Regular Schedule: 35 hours per week.

A vacancy exists in the Department of Public Works, Bureau of Utilities, Administration.

Requirements

Under general supervision, plans, coordinates, and manages a major departmental engineering or related program.

Examples of Essential Duties:
  • Manages professional and sub professional engineers and technical staff
  • Develops and implements program policies
  • Coordinates work with other agencies and departments
  • Administers major capital improvement construction contracts
  • Supervises public work inspectors
  • Coordinates work between contractors, the County, consultants, and other local government agencies
  • Performs field inspections
  • Maintains records and prepares reports of program activities
  • Administers sewer cleaning and inspection contract
  • Works with Purchasing to determine requirements for contracts, active in the bidding and awarding or contracts
  • Determine/plan the budget for future fiscal years
  • Help develop asset management plan for cleaning and inspection of the sewer system
  • Coordinates emergency work involving contractors and in-house staff

Qualifications

Minimum Qualifications Training and Experience:
Possession of a high school diploma, plus twelve years' subprofessional engineering experience. (Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)

OR

Possession of a certificate of Registration as a Professional Engineer in the State of Maryland.

Knowledge, Skills and Abilities
  • Candidates should have a thorough knowledge of the principles and practices of asset management.
  • Knowledge of asset management software preferred.
  • Ability to plan, coordinate, and manage an engineering program.
  • Ability to supervise professional engineering, subprofessional engineering, technical, and clerical staff.
  • Ability to communicate effectively with internal staff and external vendors.

Proof of License and Certificates:
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license may be required for some positions at the time of appointment.
