Job Description

Summary

This job as an Enforcement Officer involves investigating potential violations of U.S.

economic sanctions, analyzing data to support enforcement actions, and helping develop policies to strengthen these programs at the Office of Foreign Assets Control.

It's ideal for someone with experience in regulatory investigations and a strong understanding of financial compliance who enjoys detail-oriented work in national security.

Candidates at higher levels need proven expertise in sanctions enforcement, while entry points allow for education substitutions.

Key Requirements

  • One year of specialized experience equivalent to GS-12 (for GS-13), including work with OFAC-administered U.S. economic sanctions
  • Experience conducting, coordinating, or overseeing investigations related to enforcement of U.S. laws and regulations

Full Job Description

This position is located at Departmental Offices,Terrorism and Financial Intelligence - Office of Foreign Assets Control.

As an Enforcement Officer, you will conduct a wide variety of investigations of possible violations of the economic sanctions programs administered by OFAC, as well as participate in, and prepare recommendations for, the development of policy options concerning the implementation of enforcement strategies.

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position is defined as experience and a working knowledge in ALL of the following: - Demonstrated work experience in the area of US economic sanctions administered by OFAC; AND - Conducting, coordinating, or overseeing investigations pertaining to the enforcement of or compliance with US laws and regulations; AND - Preparing written and verbal analytical products for managers on the basis of factual findings research and analyzed data.

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position is defined as experience and a working knowledge in the following: - Participating in investigations pertaining to the enforcement of or compliance with US laws and regulations related to economic sanctions or export controls; AND - Preparing analytical written reports for program managers on the basis of document findings, research, and analyzed data.

Specialized experience for this position is defined as experience and a working knowledge in the following: - Participating in investigations pertaining to the enforcement of or compliance with US laws and regulations related to economic sanctions or export controls OR You may substitute education for specialized experience as follows - Ph.D.

or equivalent doctoral degree OR - 3 full years of progressively higher level graduate education leading to such a degree, OR - LL.M., if related.

OR You may qualify on a combination of education and experience.

To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

The following are the duties of this position at the GS-13.

If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Duties include: Reviewing lead information, preparing and serving administrative subpoenas, conducting open source and other research about targets and industries, interviewing witnesses, reviewing documents, and speaking with potential violators and their counsel.

Compiling and analyzing information collected during course of investigations and making oral and written recommendations with respect to proper disposition of cases.

Drafting case summaries and recommendation memoranda applying OFAC regulations and Economic Sanctions Enforcement Guidelines to facts of case, and justifying recommended enforcement response.

Drafting cease-and-desist orders, cautionary letters, Findings of Violations, Pre-Penalty Notices, Penalty Notices, settlement agreements, and criminal referrals, as appropriate.

Coordinating with other Divisions within OFAC to ensure that related matters are handled in coordinated and holistic manner.

Coordinating investigations with other government agencies with overlapping or parallel investigative authorities .
