GS-13: To be qualified at the GS-13 grade level in federal service, you must meet one full year of specialized experience equivalent to the GS-12 grade level managing and supervising employees; providing a variety of law enforcement program development, coordination, and liaison functions with state, local, and/or federal agencies; and designing and providing training on law enforcement initiatives.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.

If selected for this position you will serve as the Manager of the Eastern District of North Carolina's Law Enforcement Coordination (LEC) program.

You will develop and implement specific LEC program activities within the District that promote the full and effective utilization of federal, state, and municipal law enforcement resources toward accomplishing specific program objectives of mutual interest.

Programmatic activities include establishing and maintaining mutual communication between the District and federal, state, and local organizations concerned with developing and disseminating advances in law enforcement methodology, and coordinating law enforcement programs of mutual interest by providing a regular forum for organization representatives.

Typical responsibilities include; Prepare several significant projects, reports, or training seminars in the field of LEC program administration for use as programmatic guidelines by United States Attorney's Offices (USAOs) or LEC Specialists.

Design, plan, and direct, the dissemination of information pertinent to various laws of interest to the LEC committee.

Prepare materials on behalf of the USA when appropriate, ensuring compliance with Department of Justice (DOJ) and District policies and guidance.

Gather, analyze, and evaluate information and data from a variety of sources to perform research and provide statistics to respond to inquiries from requestors, including the Executive Office for U.S.

Attorneys (EOUSA) and Main Justice. Assess training needs based on an analysis of functional area responsibility and level of expertise of District law enforcement officials.

Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
