In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs, including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the AF, DoD, and private industry; Knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Mastery in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; In-depth understanding of the technical capabilities of systems, programs, and software to recommend and determine which will meet requirements for various manpower studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including the initial skills training development and requirements process, financial management directives, training and organizational concepts, procedures, guidance, and policy.
2. Knowledge of DoD Planning, Programming, Budgeting, and Execution process and Army Training Requirements and Resources System (ATRRS). 3.
Skill in applying analytical and evaluative techniques to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise innovative solutions to management problems. 4.
Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations to enhance mission effectiveness.
5. Skill to communicate both orally and in writing and to establish and maintain effective/positive working relationships. 6.
Ability to plan and organize studies or projects and move members of diverse groups towards ownership of their study objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
SUMMARY: The primary purpose of this position is to serve as the MAJCOM initial skills training management and program analyst responsible for initial skills training requirements determination, management engineering, and/or performance management.
Serves as the key analyst and recognized expert performing initial skills training studies.
Serves as a project manager and lead conducting comprehensive and organizational analyses of a wide diversity of organizations, functions, and work processes.
Provides management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Project manager duties will cross-utilize other functional areas of expertise within other major commands (MAJCOMs), Wing, Group, Squadron or HQ USAF. DUTIES: 1.
Manages the execution of the requirements determination and management of initial skills training requirements and programs for the MAJCOM. 2.
Evaluates a full range of initial skills training programs at command and wing/installation level and develops and executes improvement plans. 3.
Performs analysis of workload requirement, data system management. Continuously assesses initial skills training alignment across the command to optimize mission health. 4.
Plans USAF and MAJCOM support for initial skills and supplemental training requirements.
