DSHS BHHA Strategic and Organizational Performance Manager - WMS Band 1

The Department of Social and Health Services (DSHS) is seeking a Strategic and Organizational Performance Manager to support the Behavioral Health and Habilitation Administration (BHHA).

BHHA provides treatment, recovery, and forensic services across multiple facilities and programs statewide, supporting thousands of employees and serving individuals with complex behavioral health needs.

This position serves as the administration’s lead expert in strategic planning, performance management, and data-driven decision-making.

You will work closely with executive leadership, program managers, and partner agencies to develop and implement strategic priorities, improve operational performance, and ensure alignment with statewide goals.

In this role, you will lead the development and execution of the administration’s strategic plan, oversee performance tracking through the Results Map, and design data visualizations and dashboards using Power BI to support informed decision-making.

Some of What You’ll Do

Strategic Planning & Facilitation

  • Lead the development, coordination, and implementation of the administration’s strategic and operational plans
  • Facilitate strategic planning sessions and workgroups with executive leadership and program teams
  • Translate organizational priorities into measurable goals, action plans, and performance measures
  • Monitor progress toward strategic goals and recommend adjustments based on data and risk analysis

Performance Management & Results Map

  • Lead the Results Map effort, including quarterly performance reviews and goal tracking
  • Advise leadership on performance measures, process alignment, and accountability structures
  • Coach teams on developing performance metrics and tracking outcomes

Data Visualization & Analytics (Power BI)

  • Develop and maintain Power BI dashboards, scorecards, and data visualizations to support leadership decisions
  • Analyze performance data and trends to identify improvement opportunities
  • Produce executive-level reports, presentations, and data summaries

Continuous Improvement & Organizational Performance

  • Identify and lead process improvement initiatives to increase efficiency and effectiveness
  • Provide expert guidance on data-driven decision-making and performance management practices
  • Develop and deliver training on strategic planning, performance measurement, and continuous improvement

Collaboration & External Partnerships

  • Collaborate with other state agencies and internal teams to align strategies, policies, and performance goals
  • Support leadership with presentations, reports, and communication materials for stakeholders, legislators, and public forums

Who We Want in This Role

Professionals with:

  • A Bachelor’s degree in business, public administration, law, public health, or a related field and at least five years of experience in areas such as research, policy analysis, strategic planning, project or program management, data analysis, or performance management
