The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities.

The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration.

Requirements

Under the Division of Housing, the Mobile Home Park Oversight Program (MHPOP) is geared to support better communication and promote mutual understanding between mobile home landlords, management, and home owners by regulating mobile home parks in the state.

Specifically, by performing the following functions:

1. Register all mobile home parks in the state

2. Create and maintain a registration information database

3. Receive information about park sales, educate parties, and enforce park sale laws

4. Enforce the Mobile Home Park Act through dispute resolution to include:

a. Solicit stakeholder engagement and promulgate rules, and develop policies and procedures

b. Conduct education and outreach

c. Receive and process complaints and perform dispute resolution activities, including investigations, issuing subpoenas, negotiations, determinations of violations, imposition of penalties, and monitor compliance with agreements or penalties

5. Create and maintain a database of mobile home parks that have had complaints filed against them

6. Prepare and disseminate an annual report on the Program.


This Temporary Aide position will assist the work unit with the annual mobile home park registration process. The primary duties and responsibilities include:

  • Accept and log registration forms in online and paper format, including scanning and processing incoming post mail.

  • Track applications and monitor parks with expired registrations to bring them into compliance.

  • Process registration documents and information with urgency and accuracy to prevent backlogs.

  • Gather, enter, and verify information into the Program’s registration database, specifically assigning correct landlord types to ensure data integrity.

  • Screen registration forms and information for accuracy and completeness, including a detailed review of lot addresses and fee calculations.

  • Assist the team in cleaning up and auditing database information, such as entering historical rent increase data, to support future reporting and compliance investigations.

  • Follow up with landlords who submit incomplete registration information or do not submit paperwork on time.

  • Respond to calls and emails from the public to explain registration policies, processes, and procedures.

  • Scanning, filing, and labeling digital and physical documents according to work unit guidelines.

MINIMUM QUALIFICATIONS


Experience Only:

Two (2) years of experience providing guidance to customers on paperwork submission, accepting applications and reviewing for completeness or entering data into a database.

OR


Education and Experience: A combination of related education in business administration, business management, office administration, secretarial science, paralegal studies, or a closely related field (as determined by the agency) AND experience as described above equal to two (2) years.

Preferred Qualifications

  • If you are using the education substitution, one year of experience, as described above, is preferred.

  • Proficiency with databases and spreadsheets, including the ability to run reports from these systems and data entry, checking, and verifying.

  • Strong customer service skills, including the ability to communicate effectively with challenging customers

  • Experience supporting a program or work unit

  • Experience interpreting rules and regulations

  • Experience using mail merge, sending certified mail, and with scanning documents


Terms of Employment:

Temporary Aides are limited Per Colorado constitution, a temporary employee may work for the State no more than nine (9) months in a 12-month period.

The 12-month period is not defined as a calendar or fiscal year, but a rolling 12-month period that begins with the month of the first day of work for the temporary assignment.

For continuous or regular (including part-time) work schedules, the temporary assignment starts the actual date the temporary employee begins work and ends after nine months.

For example, a temporary employee who begins working June 15th may work continuously through March 14th.

Upon completion of the continuous nine (9) month assignment the temporary aide must take four (4) months off prior to returning in the same position.

  • Temporary employees pay state, federal and local (if applicable) taxes, Medicare tax, and contribute to the Colorado Public Employees' Retirement Association (PERA). They also receive Workers' Compensation coverage.

  • Non-permanent temporary employees are ineligible for all State of Colorado Benefits except for CSEAP benefits and Colorado Public Employees' Retirement Association PERA retirement employer contributions.


  • Comparative Analysis

    Current and former employees (transfers, voluntary demotions, and reinstatements) are required to participate in the comparative analysis process through this job posting.

    Biweekly Pay: As of July 1, 2023, all DOLA new hires, including transfers of current state employees and reinstatements of former state employees, will be placed on the biweekly pay schedule.

    This means you will be paid every other Friday for a total of 26 pay periods over the course of a year.
