This Senior Executive Service (SES) position is in Region 6, Superfund and Emergency Management Division in Dallas, TX. About Region 6.
This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position.
Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role.
Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.
A.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified.
TQ 1 - Demonstrated experience addressing complex Superfund (Comprehensive Environmental Response, Compensation, and Liability Act) cleanups and/or emergency responses through direct decision-making and communicating with stakeholders.
TQ 2 - Demonstrated experience managing a Superfund program and/or the policies related to planning and implementation of strategies for effective prevention, remediation, and reuse of Superfund and other contaminated sites.
Major Duties:
The Director for the Superfund and Emergency Management Division (SEMD) is responsible for implementing programs under the Comprehensive Environmental Response, Compensation, and Liability Act; the Oil Pollution Act; the Clean Air Act; and the Emergency Planning and Community Right-to-Know Act.
These programs are directed at cleanup of oil spills and hazardous waste sites, emergency response, and outreach/compliance assistance to ensure spills/releases or accidents are prevented.
Specific duties may include, but are not limited to: Planning the development and execution of new or modified rules, regulations, policies, and practices pertaining to SEMD functions.
Serving as a member of the Region's Senior Leadership Team.
Directing actions involved in coordinating SEMD programs with internal and external organizations, determining or recommending actions to be taken.
Establishing controls to monitor and evaluate the work of the SEMD's program. Directing the day-to-day operation of SEMD.
Supervising a large division of employees organized into units headed by subordinate managers and supervisors.
