Full Job Description

This Senior Executive Service (SES) position is in the Office of Air and Radiation, Office of Radiation and Indoor Air. About the Office of Air and Radiation.

This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position.

Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role.

Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

ECQ 3 - MERIT AND COMPETENCE. Involves demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - LEADING PEOPLE.

Involves demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and hold individuals accountable. ECQ 5 - ACHIEVING RESULTS.

Involves demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified.

TQ 1 - Demonstrated experience directing and coordinating development of the Atomic Energy Act, Waste Isolation Pilot Plant (WIPP) Land Withdrawal Act, Nuclear Waste Policy Act and/or Clean Air Act regulations/guidance for radiation and indoor air, and radiation monitoring and emergency response programs.

Major Duties:

The Office of Radiation and Indoor Air (ORIA) is located in the Office of Air and Radiation (OAR).

ORIA is responsible for EPA's radiation and indoor air activities, including the following: develops protection criteria, standards, and policies; works with other regulatory programs within EPA and other agencies to control radiation and indoor air exposures; provides technical assistance to States through EPA's regional offices and other agencies having radiation and indoor air protection programs; establishes and directs an environmental radiation monitoring program; evaluates and assesses the overall risk and impact of radiation and indoor air pollutants on the general public and the environment during radiological emergencies and disasters impacting indoor air quality, as well as on-ongoing daily requirements and support to other emergency response efforts across the Agency; and liaises with other public and private organizations involved in environmental radiation and indoor air pollution protection activities.

ORIA is also EPA's lead office for intra- and interagency activities coordinated through the Committee for Indoor Air Quality.

ORIA disseminates information to support the public in taking action against indoor air and radiation health risks.

Specific duties of this position may include, but are not limited to: - Serving as the principal advisor to the Assistant Administrator for major programs to which they are assigned; - Directing, coordinating, and reviewing all ORIA activities, progress and performance of those activities, and taking corrective actions as necessary; - Coordinating ORIA activities with internal and external partners that share a mutual interest or responsibility with ORIA; - Overseeing the development, assessment, and improvement of management control systems to safeguard programs and achieve mission results; - Ensuring that both the procurement and assistance facets of the extramural resources programs comply with State, Federal, and Agency regulations, policies, and procedures, and that subordinate staff are adhering to those regulations, policies, and procedures; - Performing the full range of supervisory human resources duties over subordinate staff.
