This Senior Executive Service (SES) position is in the Office of Land and Emergency Management, Office of Superfund and Emergency Management, Program Management Division. About OLEM.
This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position.
Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role.
Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

B. Technical Qualification (TQ) - Mandatory for all applicants - Failure to address this factors within the required 2-page resume will result in your application being disqualified.
TQ 1 - Demonstrated experience managing a large organization or office responsible for developing and implementing financial, budget, program evaluation and analysis, administrative, and information management functions.
Major Duties:
The Program Management Division (PMD) is the focal point for Superfund resource management and allocation across the country.
The Director is responsible for the management of resources that keep hundreds of environmental remediation projects operating.
PMD is responsible for the program and resource management functions of the Office of Superfund and Emergency Management (OSEM), including strategic and budgetary planning, annual operating guidance, regional accountability, information systems, program performance evaluation, data analysis, and acquisitions management.
The division is also responsible for the Headquarter's management of resources for the Regions, including planning and establishing budget plans, operating plans, advising on allowances and managing and evaluating regional project metrics for removal, remediation, emergency response and federal facilities program areas.
Specific duties include, but are not limited to: Planning, developing, organizing, directing and implementing several major programs for which the Director, PMD is assigned Agency-wide responsibility.
Performing expert applications of administrative, resource and environmental principles as they relate to laws, regulations and policies affecting the Superfund program.
Overseeing the integration of programmatic strategies into financial policy, including new legislation, public participation, stakeholder roles, program and contracts management, and program reforms and streamlining throughout the Superfund program.
Leading national workgroups regarding future resource needs and development of program strategies needed to operate within projected resources or to respond to resource changes.
Representing PMD, OSEM, the Office of Land and Emergency Management and/or the Agency, as appropriate, on workgroups, boards, task forces, and committees related to program activities, policies, outreach, and budget matters.
Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
