Full Job Description

This position is part of the U.S. Development Finance Corporation (DFC), Investment Office.

This position will lead two lines of effort: 1) Business Development Coordination and Partnerships and 2) Management of DFC's overseas presence.

Applicants must meet all eligibility and qualification requirements upon the closing date of this announcement.

You may qualify at the SL-00 level, if you fulfill the following qualification requirements: SPECIALIZED EXPERIENCE: Candidates must have at least one year of specialized experience related to this position.

This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience: 1. Managing business development offices domestically and internationally; 2.

Investment and/or business development in emerging markets; AND 3. Origination, financial due diligence, and standard underwriting practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur. Major Duties:

The Head of Business Development & Regional Offices has the responsibility to manage and lead two lines of effort including 1) Business Development Coordination and Partnership and 2) Management of DFC's overseas presence.

- Supervise department staff directly or through subordinate directors and manage the team by creating and fostering an environment that allows staff to work productively, collaboratively, and efficiently.

- Set goals for overseas offices, in coordination with the business lines, Office of Foreign Policy (OFP), and Office of Development Policy (ODP), to source new transactions, develop and manage relationships, and support interagency efforts.

- Track pipeline development efforts and address policy and process issues to enable increased investment in priority markets and sectors.

- Facilitate hand-off and uptake of high-quality investment opportunities sourced by overseas officers to investment teams including serving as a liaison between investment teams and overseas officers to facilitate underwriting and due diligence.

- In coordination with DFC offices, leads agency-wide planning and strategic discussions.

- Represent and speak on behalf of DFC at high-level meetings, conferences, networking events, and other external fora.

- Develop and maintain processes that leverage on-the-ground presence to support DFC transactions through origination, underwriting, and monitoring as needed.

- Oversee and facilitate implementation of global partnerships across public & private sectors. Please Note: This is not a Bargaining unit position.
