The primary purpose of this position is to exercise supervisory and managerial authorities over the Directorate of Financial Management.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions .
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems.
Specialized experience is experience in directing and overseeing comprehensive financial management programs within a complex organization.
Developing and executing budget programs and financial plans involving multiple funding sources. Advising senior leadership on financial policy, budget execution, and fiscal strategy.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Federal, DoD, and Air Force financial management and budget concepts, principles, procedures, laws, regulations, processes, and policies including DoD Planning, Programming and Budget (PPBS), Congressional budget process, Office of Personnel Management and Budget policies, directives, and regulations, and the Air Force budget formulation and execution process.
Knowledge of the missions and operational procedures of the other military departments and OSD Morale, Welfare, and Recreation, and Services policies and procedures.
Familiarity with other functional disciplines and the requirements associated with integrating Services with their functional requirements.
Comprehensive knowledge of civilian and military personnel policies and procedures and the ability to supervise a complex staff of civilians, career broadeners, IMAs and DoD contractors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Knowledge of safety and security regulations, practices, and procedures.
Comprehensive knowledge of DoD, Joint Service, and Air Force operational doctrine, policies, principles, and directives necessary to develop or refine specific Services financial guidelines and procedures to support national warfighting objectives and peacetime operations.
Comprehensive knowledge of HQ USAF and Air Force Secretariat organizations and functions.
In depth knowledge of the responsibilities and authority granted to the CSAF, VCSAF, Deputy Chief of Staff organizations and their interrelationship with Air Force Secretariat, other Services, and OSD.
Mastery of services standards and program objectives with the accompanying ability to apply them towards developing comprehensive financial policies and procedures for Air Force worldwide Services operations.
Expert knowledge of existing policies, procedures, practices, and concepts in support of Agile Combat support and community services and operations throughout Air Force and DoD command structures.
Ability to make critical, independent decisions; present and influence top level management decisions as well as support and defend decisions to higher management to include HAF/A1S and SAF/FM.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Master ability of oral and written communication techniques to effectively communicate complex financial management concepts clearly, concisely, and tactfully to audiences with widely varying degrees of familiarity with the subject matter.
Expert ability to articulate policy positions to HAF/A1leadership, Air Staff members, DoD, and Air Force senior leaders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Major Duties:
Plans, organizes, and oversees the activities of the Financial Management Directorate. Exercises supervisory personnel management responsibilities.
Directs, coordinates, and oversees work through subordinate supervisors. Represents the AFSVC Commander with a variety of installation and functional area organizations.
Principal financial advisor and expert to the Center Commander, Executive Director, Directors, and senior management.
