Job Description

Summary

This job is for a top-level financial leader who guides budgeting and resource planning for a key cyber defense unit in the U.S. military.

The role involves overseeing budget preparations, advising on financial strategies for cyber operations, and representing the team in high-level meetings with government officials.

It's ideal for experienced executives with a strong background in federal budgeting and leadership in defense or similar large organizations.

Key Requirements

  • At least one year of experience equivalent to GG-14 level in federal service, leading diverse teams in organizational finance
  • Proven expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process for federal agencies
  • Experience as a senior leader (e.g., three-star general, SES Tier III, or equivalent) in a major command
  • Ability to provide authoritative advice on budget development, estimates, and unique cyber financial requirements
  • Skill in evaluating automated financial management systems and identifying issues
  • Experience representing organizations in senior-level financial meetings, working groups, and interactions with OMB, Congress, and DoD Comptroller

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Supervision/ Management Work Level within the CES Occupational Structure. It is located in the DISA DoD Cyber Defense Command (DCDC).

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience as an organizational level leader in a major command, (e.g., three-star general/flag officer, SES Tier III, or equivalent) that led a diverse team which effectively used the Planning, Programming, Budgeting and Execution process that enabled successful operations of a Federal Agency or Department such as the Department of War.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serves as a Key Leader in the command.
  • Serves as the command’s senior financial expert in the Planning, Programming, Budgeting, Execution (PPBE).
  • Oversees inputs used for presentation and defense of the command’s budget submissions through CYBERCOM and other financial resources to the Office of Management and Budget (OMB), Office of the Under Secretary of Defense (Comptroller) and Congress.
  • Provides authoritative financial management and resource advice regarding the development of the command’s current and future years program and submission, budget estimates submissions, and unique cyber requirements.
  • Evaluates automated financial management systems and tools and identifies associated problems and issues.
  • Represents the command to financial management requirements on various working groups, senior-level meetings, etc., internal, and external to DCDC to promote the effective utilization of products and services.
