Full Job Description

The Department of General Services is seeking a senior executive to serve as Deputy Secretary for Facilities and Public Safety.

This role leads one of the Commonwealth’s most visible and complex facility portfolios, including the Capitol Complex and other state-owned properties, while overseeing public safety, operations, and long-term infrastructure strategy.

We are looking for a leader who is comfortable operating in complex environments. Someone who can manage day-to-day operational demands while also driving modernization and long-term improvements.

Requirements

As a senior member of the Department’s executive leadership team, you will:

  • Provide leadership and direction to senior program managers and operational teams across multiple disciplines
  • Make strategic fiscal and operational recommendations to executive leadership
  • Analyze capital, operational, and workforce data to guide decision-making and long-term planning
  • Represent the Department in interactions with legislative bodies, executive leadership, and external stakeholders
  • Maintain strong partnerships with state and local law enforcement agencies to support public safety and emergency coordination

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

  • Progressively responsible leadership experience in facilities management, infrastructure operations, public safety, capital planning, or large-scale operational management, including at least four (4) years in a senior management or executive leadership role (qualifying experience may include leadership roles in government, military, higher education, healthcare systems, large institutional environments, or private sector organizations with complex building portfolios and operational responsibilities); or
  • Bachelor's degree from an accredited college or university in facilities management, engineering, architecture, construction management, public administration, business administration, criminal justice, or a closely related field; or

  • An equivalent combination of education, professional training, and executive-level experience in facilities operations, public safety, infrastructure management, or a related discipline.

  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.


Additional Requirements:

  • The successful candidate will demonstrate the following:
    • Experience serving in an executive or senior leadership role with responsibility for complex, multi-disciplinary operations
    • Experience operating within large, complex environments such as government, military, higher education, healthcare systems, large institutional settings, infrastructure portfolios, or comparable organizations
    • Experience overseeing or coordinating security operations, emergency preparedness, or incident response activities at an organizational level
    • Experience leading strategic initiatives, modernization efforts, or organizational transformation within complex operational environments
    • Experience managing large operating budgets and overseeing contracting or procurement functions
    • Strong relationship management and stakeholder engagement skills, including the ability to collaborate across agencies, leadership levels, and external partners
    • Demonstrated strategic, conceptual, and analytical abilities, with the capacity to contribute to a high-performing executive team and achieve organizational outcomes
    • Proven ability to execute strategy, build coalitions, and communicate effectively with internal and external stakeholders
    • Ability to work within the Executive Branch and engage with legislative partners to advance priorities and accomplish goals
    • Demonstrated experience managing teams and resources at scale, with experience leading change initiatives preferred
    • Proven ability to influence outcomes and resolve complex issues, including developing new approaches or strategies with significant organizational impact
    • Experience performing complex work involving substantial accountability, independent judgment, and decision-making responsibility
  • You must be able to perform essential job functions.
