Full Job Description

The Deputy Assistant Secretary for Europe and Eurasia (DAS, Europe & Eurasia) serves as principal economic and financial advisor to the Assistant Secretary for International Affairs.

The incumbent formulates and advances Treasury policy on U.S.

economic relations with Europe and Eurasia, leads a staff conducting complex economic analysis, and advises senior officials on regional macroeconomic, financial market, and policy developments affecting U.S.

international economic objectives.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ1 - Demonstrated expert knowledge of U.S.

policy regarding economic and financial developments in Western Europe, Eastern Europe and the countries of the former Soviet Union, with particular expertise on the evolving financial and institutional structures of the euro area.

Crucially important is proven experience working with other agencies in the U.S.

government, foreign government counterparts and officials at international financial institutions, including the International Monetary Fund, the World Bank and the European Bank for Reconstruction and Development, to promulgate U.S.

policy priorities in the region. Extensive experience with issues of development and debt that are important to the countries of Central Asia is also important.

TQ2 - Demonstrated skill as a manager and mentor, maintaining and supporting a cooperative work environment and promoting team spirit.

Recruiting, developing, maintaining human capital is a central part of the role, including providing clear goals for staff economists, coaching on both analytical technique and communication skills and advising on broader career development.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Major Duties:

As the DAS, Europe & Eurasia , you will: Collaborate with the Assistant Secretary (International Affairs) in developing and managing program areas for which this Deputy Assistant Secretary is responsible.

This includes planning, formulating, and implementing authoritative Treasury Department positions on financial and economic questions relating to countries of Europe and its regions, with particular reference to development requirements of these countries and to their relationship to international monetary stability and U.S.

economic and financial policy. Direct and coordinate the development and formulation of U.S. foreign economic policy with European countries.

Assure that adequate liaison coordination takes place to identify and evaluate existing programs and problems.

Represent the Assistant Secretary as designated or as circumstances require in resolving disagreements between program areas.

Direct the Treasury Department's representation on international matters for any concerns with policy questions regarding countries of Europe.

This includes, but is not limited to, the prevention of macroeconomic and debt crises instabilities, promoting successful debt restructurings, sustaining high growth and translating this growth into poverty reduction, help prevent the widespread of political instability, drug trafficking and terrorism.

Serve as principal Treasury Department representative with senior U.S. and foreign officials on significant economic and financial matters concerning U.S. relationships with countries of Europe.

Maintain acute awareness of foreign economic policy with these countries. The means of accomplishing this objective can include the stationing of Treasury Department representatives in key countries.

Work with senior Treasury Department and Administration officials to identify and evaluate existing programs, problems and to develop new, viable economic approaches and techniques to address these policy issues.

Direct and supervise the office of Europe and Eurasia.

Manage a subordinate staff of highly qualified economists and analysts who are assigned program and functional responsibilities for: (a) policy developments and international economic and financial analyses for European countries, (b) detailed analysis of world market developments and development of policies related to international issues.

Also directs and supervises, as required, task forces which have specific responsibility in these areas. Approve and manage from a policy perspective

any interagency allocation agreements to provide bilateral economic assistance to international organizations and or these countries and

any international agreements.
