Job Description

Summary

This job is about leading and coordinating all the behind-the-scenes operations for a group of economic-focused offices in the State Department, including budgeting, hiring, IT, security, and more, to keep everything running smoothly.

It's a senior leadership role where you'll supervise teams, represent the organization in high-level meetings, and tackle special projects to improve efficiency.

Full Job Description

This Deputy Executive Director position is in the Executive Office for the Under Secretary for Economic Affairs (E/EX) supporting the E Family Bureaus and has full responsibility for the development, coordination, and direction of comprehensive management programs including organizational management, financial management, administrative services, human resources, information technology, travel, security, and emergency planning.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience managing the distribution of staff workload to meet the mission of an organization.

And at least 2 of the following 3: Experience managing financial resources within a finite budget. Experience managing contracts. Experience managing human resource matters.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Ensures the provision, management, quality, and prompt delivery of the full range of management services: human resources management, financial management, contracting, procurement, property management, travel, space planning, and general services.
  • Represents E Family Bureaus as the primary authority at a variety of high-level meetings within the Department and other federal agencies as well as with executives of contracting organizations in the private sector.
  • Initiates, conducts, and reports on special projects and studies on organizational structure, mission, functions, work processes, performance metrics, support activity procedures, and space.
  • Exercises supervisory authorities and responsibilities: overseeing work, analyzing and evaluating effectiveness of work methods, setting priorities, making staffing decisions, evaluating performance, and identifying training and development needs.
