Summary

This role involves leading the daily operations of an intelligence and surveillance unit in the Air Force, advising the commander on key decisions, and overseeing planning, resources, and various support functions to keep the organization's mission on track.

It's a high-level management position that requires strong leadership to handle complex challenges across budgeting, personnel, and operations.

A good fit would be an experienced senior manager with a background in military or government administration, skilled in strategic thinking and team motivation.

Full Job Description

The purpose of this position is: to serve as the Executive Director for the 365th Intelligence, Surveillance, and Reconnaissance Group (ISR Group) and the principal advisor to the commander on day-to-day operations while maintaining the forward direction of the organization mission.

Leads planning, developing, and coordinating resources and support through direct oversight of a variety of functions and projects across the Group.

**Salary ranges include local market supplements.** This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.

Uses judgment, resourcefulness, and initiative in adapting and applying guidelines, and is responsible for analyzing results and recommending changes to deal with the more difficult or unusual assignments.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, rules, regulations, theories, principles, practices and the interrelationship of the following functions: budgeting, communications, contracting, logistics, security, manpower, personnel management, training, plans and programs, operations, and strategy analysis.

Knowledge of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures.

Knowledge of 365 ISRG goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas.

Skill in planning, organizing, and participating in a team study work environment and to negotiate effectively for acceptance and implementation of recommendations involving resources and/or requiring changes in established procedures.

Ability to analyze, plan, organize, and direct functions and mentor, motivate, staff and adjust work operations to meet program requirements and objectives within available resources.

Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve the intended goal.

OTHER SIGNIFICANT FACTS CONT. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.

Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities.

While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.

Key: The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.

(IAW: DoDD 1200.7, "Screening the Ready Reserve,") Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Plans, organizes, and directs the activities of the Group and provides oversight and direction, ensuring that operations comply with legal and regulatory requirements.

DUTY 2: Exercises supervisory personnel management responsibilities over civilian and military personnel. Directs, coordinates, and oversees work through subordinate supervisors.

DUTY 3: Represents the Group at meetings. Provides input to study groups and panels pertaining to responsibilities and future plans.

DUTY 4: Directs and/or leads broad studies involving resources, organization and operations across the entirety of the group enterprise.
