Full Job Description

The current Deputy Director of Human Resources vacancy is with the Talent Management Division.


This position provides strategic leadership to advance organizational effectiveness, workforce planning, and talent development across Ramsey County.

This role partners closely with county leadership and service teams to align human resources strategies with departmental goals, ensuring the delivery of high-quality, responsive HR services.

As a key HR leader, the Deputy Director drives results through collaboration, innovation, and continuous improvement.

The position serves as a trusted advisor and thought partner, helping leaders strengthen performance, enhance employee engagement, and build a diverse, inclusive, and high performing workforce aligned with the county’s vision, mission, and strategic priorities.


This role plays a critical part in cultivating partnerships to attract, retain, and develop talent while fostering a culture of trust, accountability, and public service.

The Deputy Director must be an effective people leader who can balance strategic vision with hands-on execution, elevate organizational standards, and strengthen workforce performance within a complex, diverse, and unionized public sector environment.

The ideal candidate demonstrates strong leadership capability, operational excellence, fiscal stewardship, and a deep commitment to public service values.

This leader will champion continuous improvement, support leadership development, and enhance the overall employee experience across the organization.


Reporting to the Chief Human Resources Officer, (CHRO), the Deputy Director is a member of the Human Resources senior leadership team and serves as both a strategic and operational leader.

This position is actively engaged in the design, execution and continuous improvement of enterprise systems, provides strategic and operational leadership of an assigned division—either the Total Rewards Division or the Talent Management and Workforce Development Division and is directly responsible for leading, coaching and developing a team of managers, supervisors and professional employees; and to perform other duties as assigned.


The Talent Management and Workforce Development Division includes talent acquisition, workforce planning, learning and development, employee engagement and talent performance systems which includes direction of the learning management system.

The division is also responsible for related systems, policies, contracts and budget planning.

Requirements

  1. Promote a diverse, culturally competent and respectful workplace.
  2. Ensure compliance with federal, state and local labor laws, Ramsey County Personnel Act and Rules and County Board policies.
  3. Ensure human resources practices are consistent with the Ramsey County philosophy and regulatory requirements.
  4. Manage human resource service delivery, compliance and process improvement; supports the adoption of human resource technology programs and systems to streamline operations and enhance the employee experience; monitor and report human resource metrics, ensuring alignment with Ramsey County standards and continuous improvement philosophy.
  5. Assist the CHRO in developing human resources strategic plans to support the vision, mission, goals, and values of the County; and coordinate the implementation of the strategy and vision.
  6. Promote efficient and equitable implementation of the County’s strategy across all departments; champion initiatives to improve employee engagement, retention, and development across the organization as well as performance management.
  7. Directly or indirectly lead, supervise and coach employees in setting goals and priorities, facilitating professional development and reviewing individual and team performance.

Qualifications

Education: Bachelor’s degree in human resources and industrial relations, organizational development, public or business administration or a closely related area.


Experience: Seven years of professional human resources experience with increasing levels of responsibilities; including at least four years of leadership and supervisory experience.


Substitution: Equivalent combination of education and related experience.


Certifications/Licensure: None.
