Job Description

Summary

This job involves reviewing and categorizing federal job positions to determine the right pay, title, and level, while also guiding others on these processes within the U.S.

Customs and Border Protection's HR team. It requires working with government rules and data to create training materials and spot patterns in job classifications.

A good fit would be someone with strong HR experience in federal jobs, good attention to detail, and skills in teaching or advising on personnel matters.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center, Classification Branch located in Bloomington, MN.

Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Classifying a wide variety of position descriptions using Office of Personnel Management (OPM) classification standards by making determinations on the proper pay plan, title, series and grade level for General Schedule (GS) and - Federal Wage System (WG) positions.

Developing and presenting position management and classification instructional materials.

Leading, advising, consulting and providing guidance on HR concepts, laws, regulations, policies and practices in the area of Position Classification.

Utilizing reports and data to identify trends and creating instructional materials. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/24/2026.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

In this position you will serve as a Human Resources Specialist (Classification) with an emphasis in providing classification training and development both internally and externally on Federal position classification, position management, special retirement coverage and position management organizational design for the U.S.

Customs and Border Protection (CBP). This position starts at a salary of $116,038.00 (GS-13, Step 1) to $150,852.00 (GS-13, Step 10).

Typical work assignments include: Designing and developing the Federal Classification training program, including materials, and resources tailored to the needs of the Classification Team by using quality review metrics and assessments.

Creating a variety of instructional methods including in-person and virtual training, workshops and on-the -job training that accommodates diverse learning styles for new employee training as well as refresher trainings for all Classification Specialists.

Collaborating with and representing various Classification topics to CBP program offices.

This includes coordinating and delivering ongoing regular trainings, as well as responding to specific instructional requests.

Planning initiatives and carries out studies, special projects, and evaluations in various areas with a view toward analyzing significant problems and developing recommendations for improvements in procedures and policies.

Developing strategies in collaboration with the first line supervisor of Classification to ensure goals are met; communicates clearly to HR Specialists; remains updated on the day-to-day operations of the Hiring Center; sets targets, expectations, and deadlines for the team; motivates and encourages the team; is flexible and adaptable to the changing and varied work settings.
