The Deputy Chief Financial Officer for U.S.

Immigration and Customs Enforcement is responsible for the strategic development and maintenance of integrated systems for budgeting, accounting, financial management, acquisition management, asset management, and internal controls, ensuring the production of useful, reliable, and timely financial and program performance data.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the TQs.

TQ 1: Ability to manage complex financial management and accounting programs for a large government or business entity, including developing policies, implementing major financial management systems, and building a strong, performance-oriented organization.

TQ 2: Demonstrated experience and ability to provide authoritative advice and counsel to senior officials on complex financial management activities, including financial statement preparation, management of audits and corrective action plans, and presentation of periodic financial statements of position to management associated with standard general ledger activity.

TQ 3: Demonstrated experience managing efforts to resolve complex financial management issues identified by management.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQs listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in a U.S.

Office of Personnel Management (OPM)-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50 or certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Major Duties:

As the Deputy Chief Financial Officer for U.S.

Immigration and Customs Enforcement (ICE), you will assist the Chief Financial Officer (CFO) by providing executive oversight of financial management, financial systems, budget and accounting, program analysis and evaluation, internal controls, cash management, credit management, and debt management policies, standards, and compliance guidelines, as well as corrective actions related to audit recommendations.

Through collaboration with partners and a skilled workforce, you will share the responsibility for all aspects of resource and program performance management, including, but not limited to: Providing oversight and guidance to executives and staff within the Office of the Chief Financial Officer (OCFO) and ICE on complex financial management, accounting, and audit-related issues, as well as internal control and related activities.

This includes developing uniform financial management policies to simplify the control environment, establishing standards of accountability, and increasing consistency and assurance over financial management systems and data.

Directing the formulation and establishment of long- and short-range financial management planning for the agency's financial management functions, with the objective of instituting a logical, integrated framework that supports policy, planning, and programmatic efforts.

Providing insightful leadership for continued financial management transformation and improved customer service.

This includes attracting, training, and retaining employees with exceptional financial management skills, as well as enhancing visibility and accountability in financial activities through timely, accurate, and useful data.

Leading ICE's financial, accounting, budget, and asset management programs, and coordinate these activities with other ICE programs, including acquisition management, information technology, and law enforcement.

Providing day-to-day executive leadership and direction to managing directors in all phases of the agency's resource management.

This includes analyzing current and required management policies and procedures to design new or improved processes, and validating existing processes with respect to statutory and regulatory requirements.

Ensuring timely and complete reporting and analysis of activities to confirm that requisite policies and procedures are established by OCFO organizations, and that appropriate measures are in place to monitor the accomplishment of OCFO goals and objectives.

You will be responsible for maximizing the functional and financial value of capital assets throughout the asset lifecycle, as well as managing the execution and sustainability of ICE-owned and leased facilities.

Defining objectives and priorities, and coordinate activities associated with resource and program management functions.

In the absence of the CFO, you will liaise with other federal departments and agencies, and serve as a principal ICE representative on interagency groups dealing with financial management.

Developing and maintaining contact with departmental officials at all levels, other government agencies, Congress, and professional groups.
