Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Financial Mgt Grp (FMG), Div of Financial Ops East/West.

As a Financial Management Specialist, GS-0501-14, you will serve as the technical director and lead for financial policy, systems, budget, and oversight with responsibility for administration and operations of Medicaid and the Children's Health Insurance Program (CHIP).

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 federal government, obtained in either the private or public sector, to include: Contributing to the development and implementation of program activities related to Medicaid fee-for-service payment and financial policy, including Medicaid institutional and non-institutional payment policy, and Medicaid state financing mechanisms; Collaborating and negotiating with internal and external stakeholders (e.g., Federal and state officials, contractors, and policy advocates) to provide technical guidance and recommendations on Medicaid/CHIP program administration and oversight; AND Drafting or editing technical policy documents (e.g., issue papers, decision memoranda, briefing materials, or guidance documents) related to Medicaid fee-for-service payment and financing policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Serves as the subject matter expert on Medicaid and CHIP financial management operations under the Working Families Tax Cut (WFTC), including community engagement requirements for Medicaid expansion adults and section 1115 demonstration participants.
  • Leads the development of a national financial oversight process to monitor states implementing Medicaid community engagement requirements for expansion adults and section 1115 demonstration participants.
  • Leads team members to produce high-quality, cost-effective work products that meet group objectives on time.
  • Represents FMG leadership by sharing information on WFTC community engagement financial management policy with subject matter expert groups and collaborating across CMS, OFM, FMG, and CMCS components.
