Full Job Description
Under general direction, coordinates, manages, interprets, and reports on complex analytical data to help organizations make informed decisions. Initiates, coordinates, and reviews research studies and projects. Develops and makes recommendations to achieve goals and objectives. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.
The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases.
Staff in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM 13.2. Review and consideration will be given to requests for exemption from this policy.

Requirements
- Directs the collection and analysis of data from various sources for various projects.
- Creates and reviews regulatory and operational reports through complex data analyses and summarizing information and trends.
- Coordinates with department leadership on gathering and identifying measurable key performance indicators based on data to identify opportunities for improvement.
- Serves as point of contact for data requests and assigns and monitors requests assigned to staff for timeliness and accuracy.
- Creates and reviews statistical methods and data modeling techniques to interpret data and make recommendations.
- Creates and reviews databases and data collection systems for optimal data quality and efficiency.
- Designs visualizations to translate data to an understandable illustrative format to non-technical audiences.
- Coordinates with cross-functional teams and departments to understand data needs and deliver relevant data-driven solutions.
- Ensures data privacy and security compliance in all data handling and processing activities.
- Stays updated with the latest data analysis tools, techniques, and industry trends for continuous improvement.
- Optimizes and automates data analysis processes where possible to enhance efficiency.
- Assists in the preparation and monitoring of the annual budget.
- May prepare written reports, summaries, and presentations.
- Directs, trains, and supervises assigned staff to ensure department goals and objectives are met.
- Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
- Performs related duties and fulfills responsibilities as required.
Qualifications
- Bachelor's Degree from an accredited college or university.
- Four (4) years of experience in a relevant field, including but not limited to statistical modeling or data analysis.
- One (1) year of supervisory or lead experience.
Preferred QualificationsMaster's degree from an accredited graduate school, with focus in Public Health, Epidemiology, Applied Demography, Informatics, Population Health Science, Quantitative Social Science, Data science, Biostatistics or related field.
Three (3) years of experience working in a setting with increasing roles and responsibilities related to epidemiologic analytics / population data science / public health informatics.
Advanced experience and training in programming and statistical analysis using at least one of the following software: R, SAS, SQL.
Experience in data and technology modernization and governance initiatives.
- Experience and training in mapping and data visualization using software such as ArcGIS, Power BI, and Tableau, mySidewalk.
- Experience working with data products from sources such as US Census (beyond just American Community Survey), Bureau of Labor Statistics, US Department of Commerce, or US Department of Housing and Urban Development.
- Experiencing managing or engaging in multidisciplinary data-centered initiatives and projects, including work with government agencies, community-based organizations, and academic Institutions.
- A solid foundation in epidemiological methods, demographic data analysis, spatial statistics, and population health sciences.
Applicant InformationUnless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job.
One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
One year of higher education is defined as 30 credit hours completed at an accredited college or university.
