DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The Enterprise Data Office is part of the Houston IT Services department and provides city-wide services. Our four focus areas are Open Data, Data Community, Data Governance, and a Modern Data Stack.
The Database Administrator is responsible for designing, constructing, and maintaining database systems that enable the efficient collection, transformation, storage, and availability of data for business needs. This includes managing databases, ensuring data quality and integrity, optimizing data storage and retrieval, creating data pipelines, and collaborating with application developers, vendors and analysts to support their data requirements. Regularly provides guidance and training to other team members.

The Database Administrator will:
  • Perform database administration mainly on SQL Server, including monitoring, version upgrade, performance tuning, backup/restore, and user access management.
  • Review SQL code and develop SQL objects/queries to update databases, customize features, improve functoriality and efficiency, etc.
  • Troubleshoot incidents and assist with complex change requests and participate in a rotation on-call duty supporting 24x7 public safety operations.
  • Implement standards and best practices, including appropriate level of Security Controls and compliance with IT Policies.
  • Leverage technologies to automate common activities, improving operational efficiency, service, and performance.
  • Create data integration with multiple techniques such as Azure Data Factory, API, ETL/ELT, SSIS…
  • Use cloud data services such as Microsoft Azure (ADL, ADF), AWS, and Snowflake.
  • Gather, document, and translate business needs into proposed system requirements, database configuration, and data model.
  • Contribute to different aspects of selected projects, including data modeling, integration, and migration.
  • Perform other duties as assigned.

The candidate has:

  • Good analytical skills to investigate and propose solutions.
  • Organizational skills to balance and prioritize projects and operation activities.
  • The ability to successfully communicate technical concepts to stakeholders and instructions to users.
  • A solid understanding of the Software Development Life Cycle (SDLC) and ITIL framework.

Compliance & Security Requirements

  • CJIS Certification (or ability to obtain within 90 days of hire) is mandatory.
  • Must successfully pass a comprehensive background check, including criminal history, fingerprinting per Houston Police Department and CJIS standards.
  • Candidate must maintain eligibility for access to sensitive law enforcement systems and data.


WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.

EDUCATION

Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.

Information systems-specific technical certifications may be substituted for 1 year of either the education or the experience requirement, as applicable.

Related professional Information Systems experience may be substituted for the education requirement on a year-for-year basis.


EXPERIENCE

At least five (5) years of technology experience supporting IT applications and databases.

A Master’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field may be substituted for two years of the experience requirement.

Qualifications

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Preference will be given to candidates with the following skillsets:

  • Prior experience in public safety, emergency response, emergency management fire, or law enforcement
  • Supported a mission critical technology environment.
  • Configured and installed database servers
  • Developed or maintained a cloud-based data warehouse
  • Created reports using modern analytical tools as Power BI, Tableau or Qlik
  • Actively used metadata.
  • Programed in Python
  • Experience in a DevOps environment or using an Agile Framework
  • Related certifications
