Full Job Description

The City of Saint Paul Regional Water Services is hiring an individual to support and maintain enterprise applications and data platforms, with a focus on advanced SQL, analytics, and system integrations across cloud-based and on-prem environments.

This role ensures data integrity, delivers dashboards and reporting for operational and decision-making needs, resolves complex system and data issues, and contributes to modernization and continuous improvement efforts.

Here's what you can expect to do:
  • Lead complex systems analysis and solution design for enterprise applications and data platforms.
  • Design, develop, and optimize advanced SQL queries, views, functions, and stored procedures to support analytics, integrations, and operational reporting.
  • Architect and maintain ETL and data integration workflows across cloud-based and on-prem systems.
  • Ensure enterprise data integrity, validation and reconciliation.
  • Lead development of dashboards, analytical models, and visualizations to support executive, operational, and regulatory decision-making.
  • Support system-to-system integrations, including REST/SOAP APIs, secure file exchanges, and database connections.
  • Evaluate vendor solutions, participate in system selection, and support cloud migrations and modernization initiatives.
  • Troubleshoot and resolve complex application, integration, and data issues; perform root-cause analysis and implement long-term fixes.
  • Establish technical standards, documentation, and best practices for analytics, reporting, and data access.
  • Develop and maintain technical documentation, SOPs, and training materials; provide advanced user and staff training.

The ideal candidate for this position will possess the following:
  • Experience designing Power BI semantic models and dashboards.
  • Experience supporting cloud-based (SaaS) platforms, including data access, reporting, and integration with on-prem systems.
  • Experience designing, writing, and maintaining REST and SOAP API calls.
  • Scripting/programming experience (Python, JavaScript, or similar) for automation and analytics.
  • Experience leveraging the Microsoft 365 platform (SharePoint, Power Automate, Power Apps, Excel Power Query) to automate workflows, data collection, reporting, and system integrations.
  • Familiarity with data governance, security, and compliance in regulated environments.
  • Experience in public sector, utilities, or critical infrastructure environments.

Requirements

A Bachelor's Degree in Information Management, Computer Technology, or a related field and four (4) years of work experience related to the vacancy or a vacancy-related technical school certificate and six (6) years of work experience related to the vacancy.

A combination of education and experience to equal eight years or more can be used to qualify for the position.

May require a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license.

GENERAL INFORMATION:

Open Job Posting: This posting is open to anyone who meets the position requirements.

Eligible Lists Created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position.

Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. If the open eligible list created contains a veteran, one open list will exist.

When there are no veterans remaining on the eligible list (i.e.

hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list.

If two lists exist, the promotion list must be exhausted before the open list is considered.

Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status.

A Hiring Manager will consider those applicants eligible for hire.

You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.

Condition of Employment: This position also requires a background check and may require a driver’s license check drug test.

Candidates will be required to submit proof of education to Human Resources upon conditional job offer.

This position may be subject to limited on-call status for after-hours services associated with the assignment.
