Full Job Description

This position is in the Under Secretary for Economic Affairs (E), Office of the Chief Economist (E/OCE) which plays a critical role in advancing U.S.

foreign policy priorities related to resilient supply chains, investment, trade, and sanctions in an era of accelerating strategic economic competition.

This position will play a key role in developing and managing data analytics, utilizing and supporting data, and provide data advisory and technical services.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Have an undergraduate or graduate degree from an accredited college or university in mathematics, statistics, computer science, data science or field directly related to the position.

The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position; OR Have a combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience performing semiconductor/technology sector data analysis.

Experience managing and processing large volumes of economic data to develop recommendations.

  • Serves as a recognized expert and technical authority on analytical, statistical, and programming techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.
  • Uses advanced analytical techniques to develop computational algorithms and statistical methods that find patterns and relationships in large volumes of data and from those patterns develops findings, inferences, conclusions and recommendations.
  • Participates in discovery processes with business owner teams and stakeholders to identify requirements, expected outcomes for new or existing initiatives, and the measurements of success.
  • Advises senior leadership in interpreting and communicating insights from data by making recommendations in the modernization of existing services.
