The position of Complex Case Forensic Integrated Program Specialist is available at the Westmoreland County Behavioral Health and Developmental Services (BHDS) office, conveniently situated in downtown Greensburg, just behind the Courthouse. This role is pivotal in fostering collaboration and coordinating systems to effectively address service gaps. The specialist will engage with various stakeholders, including the Department of Human Services (DHS) program offices, law enforcement agencies, the judicial system, and external community service providers. The primary objective is to improve access to services and mitigate the risk of unnecessary escalations in care. Requirements

The Forensic Integrated Complex Case Specialist (Program Specialist 2) in the Westmoreland County Complex Case Division is responsible for overseeing case coordination and follow-up for both children and adults involved in the forensic or juvenile justice systems. This role is designed to support individuals with complex behavioral health, developmental, and social service needs who intersect with the criminal and/or juvenile justice systems and require multi-system coordination. This hybrid position includes direct case coordination for high-needs forensic and juvenile justice cases while also providing short-term follow-up for individuals with less intensive needs.

The Program Specialist 2 will develop and implement Case Coordination Plans (CCPs) to ensure a structured, organized approach to coordinating these complex cases. Cases often involve multiple systems, such as: Behavioral Health & Developmental Services (BH/DS), Juvenile or Criminal Justice, Children and Youth Services, Reentry Services, Housing/Homelessness Programs, and Higher Levels of Care (e.g., Torrance State Hospital, Forensic LTSRs, CHIPP housing, RTFs).This position serves as an advocate and liaison, ensuring that individuals of all ages meeting Complex Case Division criteria receive timely and appropriate supports. The Forensic Integrated Complex Case Specialist will collaborate closely with internal Complex Case Division staff, legal representatives, forensic and juvenile justice teams, providers, and DHS programs to deliver comprehensive care coordination.


Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Occasional need to work or attend meetings after hours or on weekends. Compensation provided.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week upon successful completion of probationary period.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Greensburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Mental Health Program Specialist 1; or
  • Three years of professional level experience in the field of mental health; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Legal Requirements:

  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
