Cambria County Children and Youth Services (CYS) is looking for a County Fiscal Officer 2 to serve as the lead fiscal professional within our agency. Requirements

As a County Fiscal Officer 2, you will be overseeing financial operations, budgeting, and reporting activities in order to ensure compliance with laws, regulations, and policies.

You will play a key role in maintaining our fiscal integrity while supporting leadership decision-making and promoting efficient use of resources.

Work involves preparing budgets by reviewing expenditures, analyzing program changes, and projecting estimate costs based on funding requirements.

You will also be responsible for overseeing completion of state and federal expenditure reports, participating in required audits, assisting with preparing the Needs Based Plan & Budget, as well as overseeing all grants obtained by the agency.

In this role, you will have the opportunity to share your extensive fiscal background with staff as you guide employees through completion of mandated forms related to financial matters and conduct staff training regarding accounting methods and procedures.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Fiscal Officer 1; or
  • Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

  • Hiring preference for this vacancy may be given to candidates who live within Cambria County. If no eligible candidates who live within Cambria County apply for this position, candidates who reside in other counties may be considered.
  • You must be able to perform essential job functions.


Legal Requirements:

  • A conditional offer of employment will require a medical examination and drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
