JOB PURPOSE:
To be successful in this role, you will need to demonstrate a sound project management approach to managing multiple timelines, tasks, and projects; adopt a responsive and solution-oriented vendor relations/engagement strategy; and promote a procurement culture that provides active support, service solutions, and troubleshooting to our SC Department of Juvenile Justice constituency. You will also need to ensure that your activities and work products align with the direction of the Executive Office, agency mission and vision.
JOB RESPONSIBILITIES:
Provides leadership and oversight of procurement contract staff a under the direction of the Director of Procurement and Support Services.
Conducts quality control reviews of solicitation documents to ensure accuracy, consistency, compliance with applicable procurement laws, regulations, and agency policies, and alignment with strategic and operational objectives.
Responsible for processing assigned complex procurements and purchase requisitions in full compliance with the South Carolina Consolidated Procurement Code and applicable regulations.
Responsible for the creation, development, and execution of contract documents, including Memoranda of Understanding (MOUs), Memoranda of Agreement (MOAs), and other contractual instruments, ensuring accuracy, completeness, and regulatory compliance.
Proactively identifies, manages, and resolves contractual and vendor-related issues to mitigate risk, prevent service disruptions, and protect agency interests.
Actively monitors industry trends, best practices, and process improvement opportunities to enhance operational effectiveness, strengthen cost control, and deliver measurable procurement value.
Responsible for the daily operation and administration of the Contracts Management System, including user support, training, troubleshooting, contract template configuration, system monitoring, and reporting.
Coordinates with divisions across the agency to support system administration, updates, and ongoing program maintenance, and collaborates with divisions to facilitate system implementation initiatives.
Provides user interface support, conducts training, monitors data quality, and prepares reports to support system users and inform upper management.
Responsible for managing the agency’s insurance program, including coordination with the South Carolina Insurance Reserve Fund (IRF) regarding policy coverage, renewals, endorsements, and claims.
Serves as the primary liaison with IRF to ensure timely submission of required documentation, effective claims management, and continuous coverage.
Responsible for drafting, compiling, and submitting all agency-required quarterly reports in a timely and accurate manner, ensuring compliance with applicable reporting requirements, data accuracy, and coordination with internal stakeholders as needed.
Performs and assists with other special projects and related duties as needed.
Requirements
STATE MINIMUM REQUIREMENTS:
A bachelor’s degree and experience in procurement and contract management.

Demonstrated ability to establish and maintain productive working relationships and to work both independently and collaboratively as part of a team.
Requires strong organizational and time-management skills with a high level of attention to detail.
Must be able to think abstractly and demonstrate sound negotiation, problem-solving, quantitative, and decision-making skills, including the ability to adapt effectively to new and changing situations.
Must be capable of interpreting, analyzing, evaluating, and summarizing complex procurements, as well as identifying and assessing factors related to contract awards.
Must have working knowledge of contract formation, including Memoranda of Understanding (MOUs), Memoranda of Agreement (MOAs), and other contractual instruments.
Maintains awareness of industry trends, best practices, and process improvements.
Requires general knowledge of procurement principles and practices and the ability to work under pressure while exercising sound judgment and strong cognitive skills.
Must be proficient in the use of personal computers, including Microsoft Outlook, Word, and Excel, and be able to read, understand, and follow detailed instructions.
Demonstrated knowledge of the rules, regulations, and provisions of the South Carolina Consolidated Procurement Code, as well as the principles, practices, and terminology of public procurement.
Knowledge of procurement management, inventory control, and supply functions.
A valid South Carolina driver’s license is required.Must be able to lift and carry files, books and reports weighing up to 30 lbs.
Must be able to perform filing, desk work and operate general office equipment.
Must be able to sit or stand for prolonged or intermittent periods of time with limited scheduled breaks.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice and the employee may have direct and indirect contact with youth within this jurisdiction. Training applicable to these duties will be provided.
Qualifications
PREFERRED AGENCY REQUIREMENTS:
A bachelor’s degree in business management, accounting, finance, or a related field, with at least 5 years of progressively responsible full-time purchasing experience or an equivalent combination of education and full-time experience. A minimum of 3 years of full-time supervisory or management experience.
Professional certification such as Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or NIGP-CPP, or the ability to obtain certification within three years of employment. Experience with SCEIS and the South Carolina State Consolidated Procurement Code.
