Full Job Description

Works with all District and Resident Engineers in District 6 to develop contracts. Utilizing CBES and P2S to enter data, prepare packages for resurfacing, pavement markings, guardrail, sidewalk, raised pavement markers, etc., including plan specifications, special provisions and construction timeframes. This includes working with the Office of Materials and research (OMR) to develop pavement designs for resurfacing and preservation packages, including coring of proposed roads to determine existing structure. Maintains the District 6 priority list for preservation, resurfacing, and bridge replacement projects on both Federal Aid and Non-Federal Aid routes to ensure compliance with applicable regulations and laws. Coordinates with Resident Maintenance Engineers to establish priorities, request pavement evaluations as needed, and plan maintenance activities such as right of way clearing and reestablishing shoulders and ditches to prepare roadways for preservation, resurfacing, or reconstruction. Works with local government to develop priorities, recommendations and contracts including specifications, quantities and special provisions for County Transportation Committees, enhancement applications and other special projects. Reviews plans, contract packages and as-builts for signature and sealing as a registered South Carolina Professional Engineer. Provides cost estimates, plans, specifications, special provisions and construction schedules for any special projects as directed by the Engineering Administrator. Responsible for personnel matters such as hiring, evaluation, disciplinary actions, promotions, reclassifications, time sheets, leave requests, affirmative action, employee grievances and Equal Employment Opportunity (EEO) requirements for assigned personnel. Performs other related duties as assigned.

Requirements

A bachelor’s degree in Engineering and seven and one-half (7.5) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors.

Physical Requirements: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

A motor vehicle operator’s license is required.
