This job involves negotiating contracts with consultants for transportation projects, preparing estimates and documentation, and ensuring everything complies with state and federal rules.

Develops estimating template in accordance with the negotiated final scope for consistency in the preparation of the internal and consultant independent estimates.
Corresponds with consultants and negotiates project work elements including staffing' requirements, man hours, work types, rates, direct expenses and related key project issues.
Works in collaboration with the Program Manager, technical staff, and consultant as appropriate to achieve timely completion of the pre-scoping and scoping.
Facilitates negotiation meetings and documents the entire negotiation process to include meeting minutes, project discussions, and correspondences concerning key project issues.
Prepares the Final Negotiation Package inclusive of the approved contract template, Record of Negotiation, and documentation for review and approval by the Program Manager, and appropriate Engineering Division Director.
Secures contract signature by the consultant and then submits Final Negotiation Package to Upper Management for Commission approval and/or signature by Deputy Secretary for Engineering in accordance with approved procedures.
Upon Commission approval and/or Deputy Secretary for Engineering contract signature, submits contract package for processing and execution and completes negotiation file.
Following contract execution, obtains Notice to Proceed from Program Manager and sends one signed/executed agreement to the consultant with the Notice to Proceed.
Prepares a comparative review of the SCDOT internal estimate(s) and the consultant's estimate(s) to identify key discrepancies and issues of concern.
Coordinates with the Office of Contract Assurance as needed regarding approved overhead and FCCM rates, and related issues.
Coordinates with legal office as necessary regarding any modifications to contract language and legal provisions.
Works with staff to ensure negotiations are in compliance with federal and state statutes and requirements.
Maintains and updates as necessary, procedure and process documents, contract and estimating templates, unit cost rates; etc. Conducts research pertinent to direct expense items as needed.
Updates Negotiation Database to track negotiations and prepares reports. Performs other related duties as assigned.
