Summary

This job involves managing the entire process of buying goods and services for the Navy's special operations team, from planning what to buy and negotiating deals to overseeing contracts once they're in place.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in planning, developing, and implementing contract strategies for complex acquisitions
  • Proficiency in all phases of procurement, including initial planning, requirements definition, cost and price analysis, negotiation, award, and administration
  • Ability to develop innovative solutions to contracting issues using diverse procurement methods
  • Strong coordination skills with program managers, technical experts, legal counsel, audit teams, and higher-level authorities
  • Experience in personally negotiating contracts or leading negotiation teams
  • Sound business judgment to ensure successful program and contract outcomes
  • Familiarity with federal acquisition regulations and DoD qualification standards for contracting positions

  • You will perform as the focal point for all contractual actions and phases of the acquisition including initial planning, requirements definition, cost and price analysis, negotiation, award, and administration.
  • You will develop innovative solutions to contracting issues through exploration and employment of diverse procurement methods.
  • You will coordinate with Program Managers, technical experts, legal counsel, audit, higher-level authorities, and subordinate activities
  • You will utilize all information and sound business judgment to ensure the successful accomplishment of all assigned programs/contracts.
  • You will personally negotiate or serve as chief negotiator of a negotiation team for assigned contracts.
