Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity, Contract Management Group, Division of Investigations & Audit Contracts.

As a Supervisory Health Insurance Specialist, referred to here as Deputy Director, Division of Investigations & Audit Contracts, GS-0107-14, you will lead Contracting Officer Representatives (CORs) for Program Integrity (PI) and Provider Enrollment (PE) contracts.

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing oversight of contractors to ensure compliance with program integrity initiatives; AND 2) Leading a subordinate staff on program integrity initiatives; AND 3) Collaborating with stakeholders on contractor management goals.

In addition, you are required to possess and maintain a COR III certification.

(Documentation must be provided at time of application) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Mobilize a diverse staff of program and contracting professionals who specialize in acquisition planning, contract management, health insurance program integrity, and management/program analysis.
  • Serve as a technical expert and resource on issues related to directing the development and implementation of Medicare and Medicaid PI and PE contractor initiatives.
  • Direct project teams to ensure project management, quality management, performance, risk/issue management are integrated within the program and closely followed.
  • Oversee ongoing program administration work on behalf of the Division, including contracts, budget, schedule, risks and other relevant priorities.
  • Serve as an advisor to the Group Directors and executives of various CMS components in the preparation of short, intermediate, and long-range plans for the improvement to CPI programs.
