Key Requirements

  • Ability to advise stakeholders on acquisition strategies, contract policies, pricing, solicitations, negotiations, administration, and terminations
  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions
  • Compliance with Title 10 requirements for contracting roles
  • Strong skills in overseeing contract closeouts, handling appeals/protests/claims, and performing compliance assessments
  • Experience providing guidance, mentorship, and higher-level reviews to contracting staff

Full Job Description

You will serve as a Supervisory Contract Specialist in the People and Processes Division, Acquisition Support Line, of Naval Facilities Engineering Systems Command Atlantic, located in Norfolk, Virginia.

The organizational title of this position is "Director, People and Processes Division." In addition to the basic requirements for this position, you must have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing, executing, and administrating contracts in support of an extensive range of supplies and services related to design, construction, Architect-Engineer, maintenance, and environmental engineering for shore facilities; 2) Managing and motivating groups of contracting/procurement personnel towards organizational goal accomplishment, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on overall business-line acquisition strategy, contract policy interpretation, contact price proposal, solicitation, negotiation, administration, and termination of contracts.

  • You will oversee administration of contracts through contract close out to ensure compliance with governing regulations and directives.
  • You will oversee reports on appeals, protests, or claims by contractors for an organization.
  • You will perform periodic assessments of assigned program contracts to ensure compliance with agency policies and procedures.
  • You will respond to inquiries and data calls and implement contract policy.
  • You will provide administrative and technical guidance, advice, and mentorship to contracting staff.
  • You will perform higher level reviews of various contractual documents developed by subordinate contracting officers and journey level contract specialists.
