Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

In order to qualify for this position, you must meet the requirements described below.

Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.

This is an individual, single agency qualification standard for Department of Defense positions.

This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.

All applicants must provide a copy of their transcripts. Failure to provide this information will result in disqualification.

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000.

Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement.

Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

Qualifying Experience: For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

Specialized experience is defined as: Experience such as negotiating, solicitation preparation, proposal evaluation, cost/price analysis, contract writing, OR source selection leading to acquisition of information technology (IT) / telecommunication services, equipment, hardware, OR software for DoD components and other authorized Government agencies in the Indo-Pacific theater, including both U.S.

and foreign locations.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Serves as contract specialist responsible for all actions associated with solicitation preparation, proposal evaluation, cost/price analysis, negotiations, contract writing, and source selection leading to contract award.
  • Determines method of acquisition.
  • Conducts negotiations with offerors on technical, price and other terms and conditions.
  • Performs post-award actions as required; including but not limited to pre-performance and other conferences, site surveys, and Quality Control Reviews. Monitors all activities associated with installation and implementation.
  • Monitors contractor performance for compliance with applicable laws, technical requirements, delivery schedules, payment provisions, inspections, and other requirements stated in the contract.
