Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Defense Industrial Base (DIB) &Major Range and Test Facilities Base (MRTF) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Yuma Proving Ground, AZ. Who May Apply: US Citizens In order to qualify, you must meet the experiernce requirements described below.

Specialized Experience: One year of specialized experience which includes: assisting with the administration of construction contracts for infostructure projects; reviewing plans and/or specifications to ensure contract compliance; participating in monitoring construction progress to ensure adherence to project schedules and/or timelines; conducting onsite inspections to monitor construction progress or an organization and assisting in advising contractors on contract requirements to ensure specifications and construction methods are in compliance with regulations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Major Duties:

  • Serves as onsite senior construction representative and Contracting Officer's Representative (COR) for a wide variety of new construction, remodeling, or repair contracts administered by the YPG Contracting Office
  • Coordinates projects with contractor's, installation organizations whose operations may be involved or affected by the projects, county, state and federal agencies in conjunction with the YPG Contracting Office
  • Attends pre-bid and pre-construction conferences as a technical expert to assure proper construction approaches are utilized.
  • Inspects and evaluates contractor's performance, applying knowledge of current building codes, industry standards and accepted construction practices.
  • Assigns work to construction inspectors of lower grade who inspect specific aspects of projects for which the incumbent is COR.
  • Serves as Contracting Officer's Representative (COR) and Alternate Contracting Officer's Representative (ACOR) for assigned service contracts.
