Riverside University Health System seeks candidates to fill Compliance Specialist positions with the Corporate Compliance and Privacy department. Incumbents support the planning, implementation, and maintenance of compliance programs and activities within the health system. While the role may include supervision of clerical or technical staff, its primary focus is on investigative case work and privacy-related compliance functions.

Responsibilities of the role include:
  • Conducting privacy investigations and maintaining case documentation
  • Responding to compliance and privacy inquiries
  • Representing the compliance function in internal and external meetings
  • Performing in-person privacy audits
  • Recommending improvements to policies, procedures, and compliance practices
  • Assisting with the development and implementation of compliance solutions
The ideal candidate for the Compliance Specialist role is a detail-oriented and analytical professional with a strong understanding of compliance and privacy principles. This individual demonstrates the ability to conduct thorough privacy investigations, maintain accurate case documentation, and respond effectively to compliance and privacy inquiries across the organization. They are comfortable representing the compliance function in both internal and external meetings and possess strong communication and interpersonal skills to collaborate with diverse stakeholders. The candidate is proactive and solutions-focused, capable of performing in-person privacy audits, identifying compliance risks, and recommending practical improvements to policies, procedures, and overall compliance practices. Additionally, they have the organizational skills and initiative needed to support the development and implementation of compliance solutions that strengthen the organization’s privacy and regulatory framework.

This position differs from the RUHS Compliance Program Manager, which involves managing a standalone compliance division and overseeing full-scale program development and execution. The Compliance Specialist is not considered a natural progression or underfill for the Compliance Program Manager classification.

Requirements

• Perform audits of organizational operations to assess compliance with various laws, regulations, policies, and standards such as those related to healthcare privacy and information security; maintain a system of reporting that provides timely and relevant information of all aspects of compliance issues.

• Participate in an appropriate level of response, develop corrective action plans and conduct compliance investigations while maintaining confidentiality of information reported as appropriate.

• Monitor policies and procedures that establish standards for ensuring patient privacy protections, including providing guidance to individual employees and departments on the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule, Health Information Technology for Economic and Clinical Health Act (HITECH), California Confidentiality of Medical Information Act (CMIA), and other state and federal privacy laws as appropriate.

• Document and retain investigation notes and correspondence; establish and maintain a mechanism for tracking and reporting the investigation and resolving complaints.

• Assist with the administration of training for staff to promote awareness of compliance to regulatory standards.

• Under supervision, provide guidance and assistance to departments on a variety of privacy and compliance auditing, and internal control matters; document findings and prepare reports.

• Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of standard tasks.

Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business administration, public administration, public health nursing, finance, accounting, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of professional experience working in compliance and privacy in a healthcare setting.

Knowledge of: Compliance program requirements, privacy and information security; federal and state privacy laws and regulations such as HIPAA, HITECH and CMIA; principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; basic elements of supervision; concepts of documentation or case management.

Ability to:
Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.
