Full Job Description

You will serve as a Community Planner in the Corporate Operations Department, Infrastructure Division, Facilities Branch of NAVUNSEAWARCENDIV KEYPORT WA.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: providing oversight, coordination, and guidance to ensure efficient management and use of all class II real property over the entire infrastructure lifecycle.

Examples of qualifying experience may include: Delivering the full line of navy shore facilities planning products and services; Developing complete Navy Military Construction (MILCON) project packages including planning, DD1391, cost estimating, developing analysis of alternatives, and economic analysis through the PAX interface; Understanding of National Environmental Protection Act (NEPA) for initial site analysis.

  • You will lead and oversee strategic planning efforts to develop long-term shore infrastructure management and utilization strategies.
  • You will provide clear and concise policy and guidance for orderly and cost-effective development of shore facilities.
  • You will develop and review military construction documentation and special projects.
  • You will serve as a planning leader, consulting with a variety of internal/external subject matter experts to clarify the shore infrastructure vision at the Navy, regional, activity, and facility levels.
  • You will ensure technical issues, administrative requirements and schedules are met and the executable recommendations are based on sound practices and/or specific business case analysis.
