Full Job Description

The Clinical Administrative Specialist serves as the Primary Care Management Module Coordinator/Performance Improvement Analyst for the Martinsburg, WV VA Medical Center and its Community Based Outpatient Clinics (CBOCs).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Clinical Administrative Specialist GS-09 Basic Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would include; Evaluating proposals for technical feasibility and relevance to program goals; Researches and/or analyzes routine problems, issues, and program requirements relative to the Medical Center's PCMM database; Identify issues relative to business and clinical operations for example, manpower, workload, patient population, and data transmission preserving program integrity by collecting relevant information from various sources; Determine improvements that need to be made in organizational programs; Using Microsoft Word, Excel, Outlook, and Power Point in the performance of duties.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B.

or J.D., (if related) from an accredited college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond the undergraduate level.

Clinical Administrative Specialist GS-11 Basic Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would include; Evaluating proposals for technical feasibility and relevance to program goals; Researches and/or analyzes routine problems, issues, and program requirements relative to the Medical Center's PCMM database; Identify issues relative to business and clinical operations for example, manpower, workload, patient population, and data transmission preserving program integrity by collecting relevant information from various sources; Determine improvements that need to be made in organizational programs; Maintains verbal communication with supervisor, staff, patients and their families, and other external customers; Making presentations for service and Medical Center level leadership concerning programs, goals, and technical matters; Using Microsoft Word, Excel, Outlook, and Power Point in the performance of duties; Develops data collection methodologies and designs data collection tools for compilation/display.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D.

or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M.

(if related) from an accredited college or university OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have a combination of specialized experience and education beyond the Master's level. Preferred experience: Proficient in the use of excel for data analysis.

Physical Requirements: The work is primarily sedentary, although some slight physical effect may be required.

Major Duties:

Duties may include but are not limited to: Researches and/or analyzes routine problems, issues, and program requirements relative to the Medical Center's PCMM database; Work closely with multiple VISN PCMM staff and support staff at the Martinsburg VAMC, clinical service chiefs, CBOC coordinators and staff, contract providers, DSS staff, Central Office staff, and others on both routine and special projects designed to support the collection, compilation, analysis, presentation and utilization of PCMM data; Provide program support to the Primary Care Services, and is responsible for the collection, compilation, entry, and/or tracking of data and statistical information for various programs and projects relative to organization operations; Identifies and determines training needs related to the PCMM program; Assists training of all primary care staff in the use of multiple clinical and administrative data website sources; Knowledge of pertinent laws, regulations, policy and precedents which affected the use of program and related support resources in the area studied; Knowledge of the Medical Center's Computer system (VISTA); Microsoft Word, Excel, Outlook and PowerPoint; Other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full time. Monday through Friday - 8:00am to 4:30pm.
