Key Requirements

Full Job Description

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Contracting Officer/Branch Lead) in the Operations and Execution Division Gold, Contracts Department of NAVAL SURFACE WARFARE CENTER.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: As a professional contracting specialist managing acquisition programs to ensure compliance with regulations, optimize performance-based contracting strategies, and lead the procurement process in order to achieve best value for the government and improve initiatives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will manage business and contracting aspects of the most complex, high-dollar value, mission-critical acquisition programs and contracts.
  • You will be responsible for the proper obligation of millions of dollars of appropriated funds each year.
  • You will be responsible for ensuring all statutory and regulatory requirements are satisfied, and that the Government receives best value results through innovative strategies, maximizing performance-based contracting actions.
  • You will use Seaport to mutually establish between the Contract Specialist (CS) and Customer a milestone plan (MP) for all required procurement actions.
  • You will perform variance analysis of milestone plan (MP), maintain all MPs, including revisions on a regular basis, notifying customers of adverse impacts to the MP.
  • You will establish a plan with the Customer for completion of workloads.
  • You will support respective Department customer portfolio reviews, including detailed milestones for each phase of the procurement.
  • You will execute contract workload in accordance with the milestone plan (MP) or other plans.
  • You will plan, conduct cost/price analysis, negotiate, award and associate documentation.
  • You will actively participate in at least one collateral duty/project that contributes to the organizational welfare of NSWC PHD and/or the SEA 02 Contracting Competency (CC).
