This position is located in the Veterans Health Administration, Office of Research and Development The primary purpose of this position is to manage clinical trials, career development, and workforce development programs.
The incumbent will report to the Investigators Scientific Review Management (ISRM) Director of Operations, facilitating effective management of programs and development of policy and guidance.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to do the work.
However, there may be some walking; standing; bending; carrying light items such as papers, books, or small parts. No special physical demands are required to perform the work.

Major Duties:
Major Duties: Leads the Investigator Workforce Development & Clinical Trials team providing broad support for career development and research career scientist programs and clinical trials.
Implement processes for collecting, tracking, and reporting data on research and workforce development activities.
Oversee the development implementation of policies and directives to ensure regulatory compliance of research activities.
Analyzes proposal/application status reports and statistical data Prepare reports on research activities and outcomes Represents ISRM at meetings, conferences, and events to promote research programs Participates in the development of proposal review and project management policies to ensure adherence to gold standard scientific principles.
Provided consultation and guidance to field investigators on methods and regulatory requirements.
Provides consultation to Program Directors when they are making decisions on the initiation or continuation of clinical trials and career development projects.
