Full Job Description

The primary purpose of this position is: Serve as Chief Policy, Technology and Program Analysis in the Compliant Resolution Directorate (SAF/IGQ), under the Secretary of the Air Force Inspector General (SAF/IG).

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes extensive, current knowledge of AF organizations, functions, authorities, and lines of command.

Thorough and exhaustive knowledge of the Uniformed Code of Military Justice and statutes relating to 10 U.S.C. 1034, Whistleblower Protection.

Through and exhaustive knowledge of Section 546 of the National Defense Authorization Act for Fiscal Year 1993, entitled Mental Health Evaluations of Members of Armed Forces.

Expert knowledge of the requirements of the Inspector General Act of 1978.

Knowledge of Military Equal Opportunity and Equal Opportunity program principles and requirements to determine appropriate appellate channels for complaints in these areas.

Knowledge of the wide variety of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of the laws, regulations, instruction, Executive Orders, court decisions.

and issues related to the IG complaints resolution process, the Senior Officer Unfavorable Information File program, and investigative techniques principles and procedures. 2.

Skill to develop a data management tracking program. Skill in planning, administering and conducting training programs, analyses, interviews and investigations. 3.

Skill in defining and analyzing issues/allegations or evidence gathered through fact finding and interpret/apply regulatory guidance/directives to make supportable determinations/recommendations or findings/conclusions.

4. Ability to research, interpret analyze, and apply regulations, policies, and directives pertaining to the Air Force complaints resolution program. 5.

Ability to communicate effectively, verbally and in writing, with many diverse groups of people at various IG and/or command levels. 6.

Knowledge of the FOIA (Title 5, USC 552) and PA (Title 5, USC 552a). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees SAF/IG policy development and updates. Responsible e for USAF Inspector General policy for complaints resolution.

Codifies policy by development, revision, and oversight of AFPD 90-3, Inspector General- Complaints Resolution Program, and AFI 90-301, Inspector General Complaint; Resolution.

Manages all aspects of the Automated Case Tacking System (ACTS) program.

Responsible for identifying necessary hardware/software modifications to ensure ACTS performs optimally and delivers accurate statistics and case info1naiion to SAF/IG decision makers.

Integrates SAF/IG policy development/updates into support functions vital to achievement of organizations goals/objectives.

Provides input to directorate's budgetary decision-making on non-routine and/or costly training requirements fer subordinates, equipment purchases, ACTS program upgrades, and potential contracts.
