Summary

As a CHIEF OF STAFF, you will direct and supervise a staff that may consist of varied Asylum Officers, Management and Program Analysts, Mission Support staff, and other administrative personnel who are responsible for performing work related to operational processes and organizational effectiveness.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/20/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/20/2026 GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Managing programs or personnel in an organizational environment or group; Conducting projects for the assessment or improvement of programs, processes or systems; Providing guidance to staff or management based on knowledge of organization, programs, and mission goals, objectives or entities; Planning, organizing, or completing analytical studies involving a program area.

  • Employing a wide range of methods for the assessment and improvement of complex programs, processes and systems.
  • Leading the coordination of labor relations issues locally, with frequent collaboration with the USCIS Labor and Employee Relations Program.
  • Leading, developing, and managing a high performing, diverse workforce, and ensuring employment practices are administered in a fair and equitable manner.
  • Providing authoritative guidance in the resolution of complex problems or issues impacting the Asylum program and other major USCIS programs.
