The primary purpose of this position is to provide management and higher-graded specialists with objectively based information for making decisions on the administrative and programmatic aspects of operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GENERAL EXPERIENCE: Applicants must have at least 3 years, 1 year of which was equivalent to at least GS-4 of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems.

General experience is experience in providing objective information to assist in decision making of the administrative and programmatic aspects of the organization, applying analytical and evaluative techniques to resolve issues or problems, and reviewing internal procedures of programs to ensure compliance with applicable rules and regulations.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

OR EDUCATION: 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of or the ability to quickly understand the overall mission, its major organizational relationship, its relationship with other programs, and its relationship to the mission as a whole.

Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.

Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

Skill in conducting interviews with supervisors and employees to obtain information about organization missions, functions, and work procedures. Ability to plan and organize work to meet deadlines.

Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.

Ability to access or locate information through the use of a personal computer and software programs.

Ability to apply safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Develops, coordinates, and implements procedures for management of program responsibilities.

Participates in special studies and inspections relative to problems, functions, and operations as directed by higher authority.

Periodically reviews internal procedures for assignment management programs and processes to ensure compliance with applicable directives and instructions. Presents briefings and visual presentations.

Incumbent delivers clear and well-structured presentations that address issues at hand.
